Speeial City Council Meeting <br />Monday, February 20, 2008 <br />Page 6 <br />Cowlcilmember Pust noted that such a policy would be consistent with objectives of the Housing <br />and Redevelopment Authority (HRA) in supporting green design; and opined that it would be <br />nice for Roseville to be a leader in this field for businesses, as well as residences. <br />Public Works Director Duane Schwartz noted that the City was taking a leadership role with the <br />geothermal process at the skating center. <br />Ftiuther discussion was held on the need to implement a tree replacement/preservation policy, <br />with Council consensus that this is a very high priority to develop. <br />Additional discussion related to the HRA's interest in the rain ban-el program, with Council- <br />member Roe noting that Ramsey County already had a program in process. <br />Mr. Schwartz noted that staff was already working with area Watershed Districts to coordinate <br />Rain Garden Workshops. <br />Unassigned <br />It had previously been determined that this item was similar to that in the Parks and Recreation <br />section; and once the groups began to formulate, that could serve as the basis to define specific <br />neighborhoods; that it should be a grass roots issue, with the City providing resources and assis- <br />tance as requested. <br />Mr. Trudgeon concurred that the neighborhoods needed to coalesce themselves into neighbor- <br />hoods, rather than the current system of establishing boundary areas based on streets or areas. <br />Service Form on website <br />It was determined that this form is already on the website, and no further prioritization or action <br />was necessary. <br />Concluding discussion of the short-term goals was to determine a more concise priority level, by <br />combining the first two (2) items under Community Development; determining that implement- <br />ing arental registration program, and updating the Park Master Plans, and city energy policy, and <br />tree preservation replacement policy were the highest priorities; removal of "a system to track <br />recreational trends," as it was covered elsewhere; and removal of the rain barrel workshops as <br />they were in process. <br />
