Special City Conncii Meeting <br />Monday, February 20, 2008 <br />Page 8 <br />Discussion included once again noting that, while items may be listed wider a specific depart- <br />ment, they involved many different departments; those items that were an ongoing process; diffi- <br />culty in identifying medium and long-range goals and the need to reorder the lists for future dis- <br />cussion; and planning for medium-term goals inunediately. <br />Councilmember Pust opined the need to move funding for haffic warning/speed boards to the <br />short-term goal list to improve citizen-perceived traff c issues, or to educate citizens. <br />Further discussion included the amount of public cormnent on speed issues; types and cost of <br />speed boards (sign posted or mobile hailer); and their long term compliance rates; traffic issue <br />resolution related to improving quality of life concerns of residents; and ongoing transit and traf= <br />fie issues, and whether medium term goals are more task or policy orientated. <br />Comments during the attempts to prioritize medium-term goals included, Councilmember Pust <br />encouraging transit issues in discussions across the board, including land use and policy issues; <br />inclusion of the city energy policy in shorC-term goals, and continuing across all three (3) goals <br />terms; and the need for water rate incentives based on Metropolitan Council initiatives. <br />Mr. Schwartz noted that the Council had initially funded $25,000 of the requested $100,000 traf- <br />fic model cost and noted that this didn't allow staff to accomplish a significant amount of work. <br />However, Mr. Schwartz noted that through the Twin Lakes redevelopment process, as well as <br />some other redevelopment projects, with the City taking the lead, they were owners of the pieces <br />of data that could now be assembled as part of the City's long-term goal for acity-wide model, <br />with staff estimating that more than half of the city-wide model was now available for assembly. <br />It was the consensus to combine the unassigned section to "encourage development of transit, <br />walkability and alternative transportation," with the second item under Parks and Recreation <br />"city-wide transportation system." <br />In concluding priorities in this medium-term section, participants found it difficult to make that <br />determination. <br />After further discussion, it was determined that alternative transportation was a high priority; <br />with many of the medium-term and long-term goals requiring immediate work to formulate poli- <br />cies to achieve the goals, some requiring more detailed work than others; and staff beginning to <br />develop draft policies and plans for Council review and discussion for overall goals to maintain <br />and manage open space. <br />
