Member Kelsey requested that Ms. Bennett not perform this work as it is not really an HRA role.
Member Pust noted that the HRA provided the Council with a recommendation to consider
establishment of a HIA for Westwood Village I. Member Kelsey asked why this came to the
HRA? Ms. Bennett noted that it is specifically noted in the HRA Housing Plan to review the
feasibility of using the HIA tool to encourage multifamily common area improvements and that
multi family renovation has been identified as a key goal of the HRA.

Chair Majerus indicated the timeline and resources and that the HRA should carry forward and
review these items for the Council to help them make a sound decision.

Member Elkins recommended that the City needs to be a partner in meeting with the banks to
understand what the intent is for funding the improvements. Member Pust noted that she heard
from Member Masche that there may be other options and that the banks are now funding
associations. Member Masche commented that associations need encouragement to do something
but they may feel slighted if there is not support from the City to pursue these options. He noted
that the HRA needs to encourage improvements regardless of how they are funded.

Chair Majerus noted that the St. Paul Pioneer Press called about Imagine 2025 and will write an
article on this.

10.Adjournment

The meeting was adjourned at 8:16 p.m.
5
