Gina Ciganik, Vice President of Housing Development for Aeon, addressed the board member’s
concerns that Aeon would see the project through to completion. Ms. Ciganik explained Aeon’s decision
to rehabilitate the existing buildings noting that the Har Mar Apartment structures are solid and well-built.
Ms. Ciganik indicated that demolishing and replacing the buildings would be too cost-prohibitive.
Member Kelsey asked for clarification that the funds allocated to the project are to be paid back. Mr.
Trudgeon noted that the LCDA and TBRA funds were grants. Member Kelsey noted that those funds
were not full grants, as the RHRA has recaptured those funds once properties are sold. Member Masche
reiterated the board’s willingness to support Aeon in their quest for additional funding from MHFA.
d.Discuss Short Term Plans for 2008 Programs
Mr. Darrow noted that the RHRA had discussed reworking some of their housing programs during the
Strategic Plan process. Mr. Darrow suggested looking at one housing program at each monthly meeting
to develop new criteria and timelines for implementation. Member Kelsey wondered if the RHRA should
look at all of the programs at one time to ensure that there are no delays on implementation. Mr.
Trudgeon suggested having a discussion on the housing programs at the February meeting. Member Pust
noted that looking at the programs as a whole would help the RHRA to set their priorities. Chair Majerus
directed staff to bring the entire matrix of housing programs to the February meeting so that the RHRA
can quickly move forward on any program changes.
e.Update on HRA Staffing – Housing Coordinator Position
Mr. Trudgeon indicated that he will be posting for the Housing Coordinator position.
