City of Roseville - HRA Minutes for January 17, 2006Page 2 of 6 <br />Approval of transfer of funds for financial and admin fee per approved contracts with the City <br />d. <br />of Roseville for January, 2006 (HF0041) <br />Adoption of 2006 Calendar of Regularly Scheduled HRA Meetings (HF0041) <br />e. <br />Motion: Member Scheunemann moved, seconded by Member Bean, to approve the consent agenda <br />as presented. <br />Ayes: 6 <br />Nays: 0 <br />Motion carried: 6-0 <br />7.Public Hearing for Proposed City of Roseville Rental Licensing Ordinance (HF36) <br />Chair Majerus opened the hearing by explaining the process and requested Executive Director Bennett to <br />provide a brief history and verbal summary of the proposed ordinance. Permits Coordinator Don Munson <br />and Codes Official Rick Talbot were also available to clarify data and answer questions. Ms. Bennett noted <br />that studies completed by the HRA regarding this issue and comments received in 2004, 2005 as part of <br />the neighborhood meetings. She explained the purpose of the ordinance and listed the most common <br />issues. Ms. Bennett explained the land use code complaints that are related to rental properties. She then <br />explained the proposed ordinances and a checklist that will illustrate the types of issues that would be <br />inspected. Ms. Bennett explained the exceptions to the ordinance and enforcement process. Mr. Talbot <br />explained some of the types of code compliance issues he has encountered in the past two years. <br />Member Millasovich asked if the rental violations are primarily from small 1-4 unit buildings. Talbot <br />explained that most complaints are from 1-4 unit buildings, noting that larger rental complexes are <br />professionally managed. <br />Chair Majerus asked for numbers of units that were not in compliance. Mr. Munson explained the <br />extrapolation of the statistics throughout the community. There are a number of repeat property violations. <br />Chair Majerus asked for details of the check list of rental inspections (similar to HUD inspections). Chair <br />Majerus asked if the staff had reviewed the seasonal or phased in approach to inspection, perhaps by <br />section. <br />Chair Majerus invited the public to comment and asked that each person state their name and address for <br />the record as well as complete the sign in sheet. <br />Georgina Hall, 385 Transit Street, stated that she was a representative of the League of Women Voters <br />and although the organization has no opinion on the ordinance they did hand out a list of 5 questions that <br />they would like answered. Bennett noted that they questions and answers would be posted online. <br />Jim Krautbauer, 3033 Rice Street, explained that he has worked with Mr. Talbot on code violations relating <br />to one of his rental properties and felt that there was no need for an ordinance to address compliance <br />issues. Felt that the ordinance sends a message that the City does not want renters in Roseville. <br />Maintaining grass and parking is not only a rental issue. He stated that 80% of the complaints are for <br />owner-occupied units in the city. Renters have organizations to support them and make sure that landlords <br />are providing them with safe housing. Competition keeps rental property in good repair. Rental properties <br />pay more taxes because they are non-homestead (not true anymore in Roseville – no homestead tax <br />credits provided). Perhaps the problem is a decrease in ownership units in Roseville and asked why <br />Roseville is getting more rental units. Do not over govern and create a tax burden on rental properties. <br />Landlords must post the owners names already within the unit. <br />Mike Heffernan, 2244 Dale Street, disagreed that the City staff has note taken care of the problems. The <br />numbers of complaints were mostly single family owner occupied properties. There must be budget short <br />falls and Rick Talbot needs additional staff. <br />Member Maschka asked how the City can address parking in single family areas. Heffernan suggested <br />parking passes.
