7.Public Hearing None 8.Action Items: a.Request for Housing Redesign Assistance – 1184 Eldridge (HF0053) Chair Majerus asked for a summary on the application and request for Housing Redesign Assistance. Executive Director Bennett provided a summary of the program and eligibility criteria. Ms. Bennett noted that an application for design assistance was received for 1184 Eldridge in Roseville and reviewed against the eligibility criteria. The program meets the criteria for assistance and received approved from the DRC with a request that additional review be provided once an architect is hired and sketch plans have been prepared. Member Maschka asked how often is the eligibility criteria reviewed by the HRA. Bennett noted that the HRA modified the criteria significantly in 2005 and that the minimum valuation figure is adjusted each year to reflect market appreciation. The increase is 8% per year. Member Kelsey asked if a requirement can be added to the approval that the funds be used within 6 months to make sure that if they decide to not move forward once the designs are prepared that they will be available for other eligible projects that may be more ready to move forward. Member Pust asked about the validity of the income criteria and is staff confident that we are meeting the target for the program. the Housing Motion : Member Maschka moved, seconded by Member Pust, to approve Redesign Program Application for owners at 1184 Eldridge Avenue in Roseville with the contingency that preliminary architectural plans are reviewed by the City Development Review Committee, the HRA staff is provided with the required homeowner and architect signed agreements and that the funds are used by July 2007. Ayes: 6 Nays: 0 Motion carried. b.Recommendation Regarding the Establishment of a Housing Improvement Area for Westwood Village I – tabled from 10/17/06 meeting. (HF0052) Executive Director Bennett noted that this item was tabled at the October HRA meeting to enable additional information on the project, income and need for improvements. In addition, the City Council discussed the project at the work session on Nov 20 regarding the source of funds to use for the project. The HRA has been asked to make a recommendation to the City Council with regards to how this project meets a public need and how it fits into the HRA’s housing plan and goals with the understanding that the HRA does not have the upfront dollars to fund the project.
