b.Twin Lakes West Housing Development <br />Executive Director Bennett noted that as the local Housing & Redevelopment Authority <br />for the City, the City Planning Commission requested that the HRA Board provide <br />direction and comment regarding the proposed Twin Lakes West Housing Development <br />as it pertains to housing affordability and senior linkage programs. Ms. Bennett provided <br />a summary of those programs and requested that the HRA provide comment and <br />direction regarding the following: <br />a.Does the mix of housing types meet the needs of the community? <br />b.Are there any modifications that should be recommended to the Senior <br />Linkage Policy for this project? <br />c.What is the affordable housing sales limit the developers should achieve <br />for 10% of the units per their development agreement requirements? <br />Community Development Director Stark provided additional information regarding the <br />project and its review at the Planning Commission. <br />Member Kelsey recommended that the price summary be consistent with what the <br />Metropolitan Council uses since the contamination funding is provided from this source. <br />In addition, she questioned the tracking for the Senior Linkage Program and if this <br />program is meeting the HRA’s goals. She would also like to see better follow-up on the <br />existing projects such as Greenhouse Village. She suggested that the project review long <br />term affordability through a land trust option rather than just up front or reduced initial <br />sale price. <br />Member Pust asked if the HRA had review the amount of senior housing in the <br />community and if they felt we needed more senior housing. She would like to explore <br />longer term affordability options with developments of this type. She also would accept <br />keeping the sale of home to whatever reasonably low level that is acceptable by other <br />agencies. <br />Member Kelsey asked about timing of the project and if the slowing of the market may <br />affect the construction and sale of so much housing. Mr. Stark noted that the developers <br />plan to start contamination cleanup in the spring 2007 and construction in 2008 as long as <br />approvals continue to be provided. <br />c.HRA Staff Options 2007 <br />Chair Majerus provided an update regarding the review of staff options for the HRA in 2007 and <br />that the finance subcommittee has been meeting. He noted that they are evaluating what the <br />needs are going forward and what is the best method for staffing in 2007. He would like to <br />negotiate a month to month contract with BCS, Inc until the option can be evaluated and a <br />recommendation is brought forward in January. <br />d.Update on Roseville Vision 2025 Process <br />Chair Majerus provided an update regarding the Vision 2025 process and next steps and invited <br />th <br />the HRA Board members to the City Open house on December 7 at 4:30-7:30 p.m. He also <br />6 <br /> <br />
