City of Roseville - Housing & Redevelopment Authority Meeting Minutes for January 18, 2005Page 3 of 5 <br />developed language to be included within any Planned Unit Development (PUD) Agreement dealing with the <br />development of senior housing to address “linkage” between new senior developments and Roseville senior <br />residents, and a “link” between the seniors leaving single family homes and new residents moving in. This <br />language is in response to the HRA’s (as well as the Planning Commission and City Council) goal to provide a <br />link between new senior housing projects and new families in the hopes of creating balance in Roseville’s <br />neighborhoods. <br /> <br />The PUD includes the “Senior to Family Housing Linkage Requirement” which is described as follows. Because <br />of the City and HRA programs to encourage choice and opportunity in housing, the developers of this project <br />must prepare a marketing plan that promotes their senior housing project to Roseville residents exclusively for at <br />least 60 days prior to marketing to the broader community. The developer must also agree to participate in the <br />Senior Housing Regeneration Program (SHRP) administered by the Greater Metropolitan Housing Corporation <br />(GMHC) which provides a link between single family homes being vacated by seniors and purchased by first <br />time buyers. The developer must promote the SHRP as part of the project sales program and include <br />information regarding the program to each potential purchaser or renter in the project. This relationship provides <br />an intergenerational mix instrumental to achieve stronger neighborhood balance to address the following: <br /> <br />Greenhouse Village will be required to be a senior linkage project. The following are the requirements: <br /> <br />• Senior Circulator Plan from Senior Housing to Services. The developer shall prepare and file with this PUD an <br />initial plan for regularly scheduled transportation of residents from the senior housing project to services within <br />the community. <br /> <br />• Senior Housing Marketing and Linkage Programs. As a part of the City and RHRA program to encourage <br />choice and opportunity in housing, the developers of this project shall prepare and file with this PUD an initial <br />plan and program which will market and promote this senior housing project to Roseville residents for at least 60 <br />days prior to marketing to the broader community. The developer shall also agree to participate in the Roseville <br />Senior Linkage Program (RSLP) by promoting it, as part of the project sales program, to each potential <br />purchaser or renter in the project. <br /> <br />In addition, the developers of this project must provide a status report to the City and RHRA one year after full <br />occupancy regarding the number of residents that moved from existing single family homes in Roseville, how <br />many took advantage of the RSLP and the demographic characteristics regarding those that purchased the <br />single family homes from the new resident, such as a range of ages, family size and where they moved to <br />Roseville from. <br /> <br />Mike Theis of Greenhouse Village Properties presented their plan to address these requirements. He was <br />pleased to provide a senior circulator and transportation center. (70% of units are currently sold to Roseville <br />residents, with 80% to be in place when complete). <br /> <br />Member Marks asked for details on the survey and legal requirements. A general discussion ensued. Member <br />Kelsey suggested that such a survey also be sent to residents of Applewood Pointe and wondered if the survey <br />could be put in their water bills. Member Marks cautioned the developer about building the townhomes after the <br />construction was completed on the senior cooperatives that this will prolong construction disturbance. <br />Greenhouse Village noted that a good strategy for construction activity will reduce disturbance. <br /> <br />Motion: Member Marks moved, seconded by Member Millasovich, to support the senior linkage program <br />prepared by Greenhouse Village Properties for the proposed Greenhouse Village development at 1017 <br />and 1021 Larpenteur Avenue and recommend to the City Council that the program becomes part of the <br />PUD agreement upon final approval. <br /> <br /> <br />Ayes: 6 <br />Nays: 0 <br />Motion carried. <br /> <br />Staff was directed to prepare a questionnaire for both Greenhouse Village and Applewood Pointe for review at <br />the February HRA meeting. <br /> <br />d) Consider Approval of Submission of an Application for the MHFA consolidated <br />Request for Proposal of funds – single Family (HF0027). <br /> <br />Executive Director Bennett noted a deadline of February 7, 2005 for submission of the MHFA consolidated RFP <br />for funds and discussed possible projects to gain HRA Board feedback and suggestions. The funds require a <br />one to one match with the grant programs. She reviewed the goals for the program. Two projects discussed. The <br />first property is located at 311 County Road B. Cathy Bennett explained the ownership and a proposal to build <br />on HRA successes, such as the small lot single family design such as the site at Applewood. An appraisal is <br />necessary.
