City of Roseville - Housing & Redevelopment Authority Meeting Minutes for August 16, 2005Page 2 of 4 <br />Chair Majerus opened the public hearing and asked staff for a presentation on the budget and housing <br />plan for 2006. <br /> <br />Executive Director Cathy Bennett detailed the budget process, relevant deadlines and recommended <br />approval of the proposed amendments to the HRA Housing Plan, adoption of the preliminary 2006 budget <br />and requesting of an HRA 2006 tax levy. She advised the HRA was responsible for two separate funds <br />and two separate budgets primarily supported by the annual HRA levy (Fund 723) and Federal funds <br />(Fund 721). <br /> <br />Chair Majerus asked if there was any comment or questions from members in the audience and/or board <br />members. <br /> <br />There was no comment offered by the public. <br /> <br />Member Kelsey asked for details on increases in fees for the Home and Garden fair. She asked if funds in <br />721 could be prioritized for substantial multi-family rehab projects instead of splitting into two separate <br />projects. <br /> <br />Member Hermes said she is not supportive of the Home and Garden Fair. Felt that the attendees did not <br />meet the HRA’s target market and wondered why there was a need for Roseville to have a specific <br />housing fair for the city? Why not partner with other communities in the future? <br /> <br />Member Kelsey asked where in other suburban communities was the code/housing maintenance and <br />rental licensing operating out of? Do other community HRA’s manage and fund the program? If the city <br />partnered with Little Canada, how would this economize the service (through economy of scale and a <br />contractor such as GHMC)? Staff will refine comments and direction as necessary. <br /> <br />Member Maschka noted that the HRA should prioritize the programs. The neighborhood enhancement <br />program with rental licensing should generally be supported. However, what other programs are <br />priorities? <br /> <br />Member Kelsey noted that the two funding programs are now separated. Ownership rehab for young <br />families is a priority including the Housing Resource Center and the Redesign program, as well as the <br />support for the revolving loan program. <br /> <br />Member Maschka asked for clarification on revenues besides the levy requested. <br /> <br />With no further questions or comments, the public hearing was closed. <br /> <br />Motion: Member Hermes moved, seconded by Member Scheunemann, to approve amendments to <br />the HRA Housing Plan, as outlined in the staff report dated August 16, 2005. <br /> <br /> <br />Ayes: 5 <br />Nays: 0 <br />Motion carried. <br /> <br />Motion: Member Hermes moved, seconded by Member Maschka, to adopt a preliminary 2006 <br />budget for Funds 723 and 721 as outlines in the staff report dated August 16, 2005, with the final <br />budget to be adopted in November 2005. <br /> <br />Ayes: 5 <br />Nays: 0 <br />Motion carried. <br /> <br />Motion: By Resolution, Member Hermes moved, seconded by Member Scheunemann, to adopt the <br />request for an HRA tax levy for 2006 in the amount of $288,985, as outlined in the staff report <br />dated August 16, 2005, to be forwarded to the City Council for consideration as part of the budget <br />and truth in taxation hearings. <br /> <br />Ayes: 5 <br />Nays: 0 <br />Motion carried. <br />  <br />Action Items <br />8. <br /> <br />Review and approve Neighborhood Enhancement Program Action Steps (HF25) <br />a. <br /> <br />http://archive.ci.roseville.mn.us/council/hra/minutes/2005/hram050816.htm3/12/2008 <br /> <br />
