1 � <br />J�, <br />Clt�/ COUf1Cll <br />1999 <br />Standing Rules of Procedure <br />Rule 1 Regular Meetings' <br />Regular meetings of the Council sha11 be held at the City Hall on the second and <br />fourth Mondays of each month at 6:30 p.m. Regular work sessions of the Council <br />sha11 be held on the third Monday of each month at 6:30 p.m. and at other times as <br />scheduled by the City Council with appropriate notice given to the newspapers, <br />posted on the bulletin board, and on Channel 16 on Cable TV. Such meetings may <br />be rescheduled, from time to time, when holidays or scheduling conflicts occur. <br />Rule 2 Special Meetings and Work Sessions' <br />Special Meetings and Work Sessions, including Executive Sessions with legal <br />counsel to discuss pending litigation, must be called at the request of at least three <br />(3) members of the Council, or the Mayor, or the City Manager. Only those items <br />specifically agreed upon in advance shall be considered. At least three (3) days <br />advance notice must be given to all members of the Council prior to the holding of <br />said Special Meetings, Work Sessions, and Executive sessions and such notice shall <br />also be posted on the City Hall Bulletin Board at least three (3) days in advance of <br />the Special Meeting. <br />Rule 3 Emergency Meetings <br />Emergency meetings may be called at any time, providing a11 members of the <br />Council sign waivers of notice prior to the holding of such emergency meeting. <br />Rule 4 Council Operations <br />The mayor sha11 be the presiding officer or in his/her absence, the acting mayor as <br />selected in rule 17. The City Manager, or his/her designee, shall attend a11 council <br />meetings and present all matters before the CounciL The City Manager shall be <br />the recorder unless otherwise designated by the Council. <br />Rule 5 Quorum <br />Three (3) members of the Council shall constitute a quorum. <br />Rule 6 Minutes <br />As soon as a quorum is present, minutes of the previous meeting sha11 be approved <br />as presented or accepted after corrections have been made. Official minutes are <br />available for inspection in City offices <br />Foomotes: <br />(1) Regular meetings, work sessions and certain special meetings are televised "gavel to ga�el". <br />
