REQUEST FOR CITY COUNCIL ACTION <br />DATE: 1/10/2000 <br />ITEM N0: F-3 <br />epartment Approval: Manager Approv l: Agenda Section: <br />�- ��_���- Reports/Recommendations <br />Item Description: Establish Priorities for Rarusey Lounty Community Development Block <br />Grant and Housing Investment Partnership Act Funds for 2000 <br />1.0 Requested Action <br />City staff is requesting the approval of the Housing Priorities for the use of Ramsey County <br />Community Development Block Grant (CDBG) and Housing Investment Partnership Act (HOME) <br />Funds for 2000. <br />2.0 Background <br />2,1 Every three years by statute, when there are changes to the program or when communities requests, <br />the County revises the priorities for use of Federal CDBG and HOME funds and requests the input <br />of municipalities in setting these priorities. <br />2.2 Last year the Council made the recommendation on the top five pTiQrltles based upon previous <br />Council priorities, City goals outlined in the Comprehensive Plan, and the results of the senior study <br />conducted in 1998 per resolution no. 9622 and were as follows ( 1 is highest rating, 5 is lowest <br />rating): <br />1, Rehabilitation of owner-occupied single family houses <br />2, New affordable housing construction � senior/special needs <br />3, Rehabilitation of rental properties <br />9, Homeownership for first time homebuyers who are low to moderate income. <br />5. Job creation opportunities <br />2.3 Also in 1995, the Council made recommendations on the top five priorities for use of the funds. <br />These priorities, per attached Resolution no. 9260 where as follows (1 is highest rating, 5 is lowest <br />rating): <br />1, Rehabilitation of owner occupied property (including energy conservation measures) <br />2, Removal of dilapidated structures/site redevelopment <br />3.
