REQUEST FOR CITY COUNCIL ACTION DATE: 1/10/2000 ITEM N0: F-3 epartment Approval: Manager Approv l: Agenda Section: �- ��_��- Reports/Recommendations Item Description: Establish Priorities for Rarusey Lounty Community Development Block Grant and Housing Investment Partnership Act Funds for 2000 1.0 Requested Action City staff is requesting the approval of the Housing Priorities for the use of Ramsey County Community Development Block Grant (CDBG) and Housing Investment Partnership Act (HOME) Funds for 2000. 2.0 Background 2,1 Every three years by statute, when there are changes to the program or when communities requests, the County revises the priorities for use of Federal CDBG and HOME funds and requests the input of municipalities in setting these priorities. 2.2 Last year the Council made the recommendation on the top five pTiQrltles based upon previous Council priorities, City goals outlined in the Comprehensive Plan, and the results of the senior study conducted in 1998 per resolution no. 9622 and were as follows ( 1 is highest rating, 5 is lowest rating): 1, Rehabilitation of owner-occupied single family houses 2, New affordable housing construction � senior/special needs 3, Rehabilitation of rental properties 9, Homeownership for first time homebuyers who are low to moderate income. 5. Job creation opportunities 2.3 Also in 1995, the Council made recommendations on the top five priorities for use of the funds. These priorities, per attached Resolution no. 9260 where as follows (1 is highest rating, 5 is lowest rating): 1, Rehabilitation of owner occupied property (including energy conservation measures) 2, Removal of dilapidated structures/site redevelopment 3.
