Approval: <br />REQUEST FOR CITY COUNCIL ACTION <br />Approved: <br />c�' <br />DATE: Ol/10/00 <br />ITEM N0: C- 1 <br />Agenda Section: <br />CONSENT <br />Item Description: Renewing of Ramsey County G!S User Group Joint Powers <br />Agreement (PF3186) <br />1.0 BACKGROUND <br />1.1 At the July 28,1997 Council Meeting the first Joint Powers Agreement forthe <br />Ramsey County GIS Users Group was reviewed and approved after <br />modifications. That agreement was in effect until December 31, 1999. The <br />Users Group has nowcirculated a newagreementwith minormodificationsto <br />enable the Group to operate for the years 2000-2002. <br />1.2 The Ramsey County GIS Users Group is an alliance formed in 1995 between <br />publicagenciesinterestedinusingGeographiclnformationSystems(GIS)and <br />data that has been created and maintained by Ramsey County. Each member <br />adds its own unique data to that supplied by the County as part of the <br />agreementto create a rich and powerful tool to assist in organizationdecision- <br />making and day-to-day procedures. The Users Group is seen as a model in the <br />metropolitan area in how units of government can work togetherto effectively <br />exchange GIS data and knowledge. <br />1.3 Over the last three years, the City of Roseville has obtained data in a very <br />inexpensive and efficient manner through the Users Group. This includes <br />monthly digital mapping data linked to County property records that is supplied <br />on CD-ROM. This data has formed the keystone forthe City'sGIS operations. <br />In 1998, the City was also able to cost-share through the Users Group in the <br />acquisition of digital aerial imagery at a much reduced cost than if the City had <br />tried to purchase the data individually. The Users Group has also enabled the <br />City to forge links to neighboring communities through the exchange of data for <br />projectsthatimpactmultiplejurisdictions. <br />1.4 An annual fee for data maintenance assists the User Group in its operations and <br />in the cost-sharing of the updating of digital physical features from newaerial <br />imagery (such as building footprints, road edges, water bodies etc.). The fee for <br />the City will be reduced for the coming year due to technological improvements <br />in data creation (seeattached Proposed Fee Schedule fir2000). The GIS Data <br />
