Specifically, if a person has friends or family over for dinner and <br />his or her guests permit their older children to have a glass of wine with dinner. Under the original <br />language of the proposed ordinance that person would be subject to criminal sanctions. <br />After talking to Tammy and the attorney about this, I am going to propose we modify the "exceptions" <br />portion of the ordinance to read: "This Chapter does not apply to conduct of an underage person <br />specifically authorized by his or her parent(s) while present in the parent(s)' household or when the <br />underage person and his or parent(s) are guests in the household of another." I think that still gives us <br />the authority to hold adults responsible for the underage drinking while not criminalizing conduct that <br />most would view as within the parents' discretion. <br />Bill, could you print a copy of this email to distribute at the council meeting to make available to the <br />public at tonight's meeting?
