From: Craig Klausing [craigklausing@comcast.net)
Sent: Monday, March 03, 2008 3:19 PM
To: *RVCouncil
Cc: Rick Mathwig; Jay Squires; Bill Malinen
Subject: Social Host
AI I,
I had a concern about the social host ordinance to the extent it criminalized certain conduct that I don't
think anyone intended to be criminal. Specifically, if a person has friends or family over for dinner and
his or her guests permit their older children to have a glass of wine with dinner. Under the original
language of the proposed ordinance that person would be subject to criminal sanctions.
After talking to Tammy and the attorney about this, I am going to propose we modify the "exceptions"
portion of the ordinance to read: "This Chapter does not apply to conduct of an underage person
specifically authorized by his or her parent(s) while present in the parent(s)' household or when the
underage person and his or parent(s) are guests in the household of another." I think that still gives us
the authority to hold adults responsible for the underage drinking while not criminalizing conduct that
most would view as within the parents' discretion.
Bill, could you print a copy of this email to distribute at the council meeting to make available to the
public at tonight's meeting? Thanks.
Craig
