Regular City Council Meeting <br />Monday, Apri121, 2008 <br />Page 12 <br />income people working and having no time; elderly being more isolated than in <br />the past; people living longer and needing caretakers; and other difficult situations <br />and family issues. <br />Councilmember Pust also noted the decreased funding for social service agencies <br />and lack of resources in many situations; and the need to make contacts in Rose- <br />ville with community and/or faith based organizations so citizens and staff were <br />aware of additional resources (i.e., Northwest Youth and Family Services). <br />Further discussion ensued as to how the City Council saw the HRA fitting into the <br />code enforcement issue; recognizing the past work done by the HRA on code en- <br />forcement preceding and assisting with proposed implementation of the 10 pro- <br />posals currently before the City Council; need for the HRA to do more brain- <br />storming on multi-family housing issues. <br />Ms. Kelsey addressed the status of the Har Mar Apartment Complex grant appli- <br />cation process, with the application to be submitted in June, with possible award <br />in October/November of 2008; status of other complexes in the community be- <br />ginning extensive rehabilitation with no requested City participation, with the <br />City seeking their funding sources or whether private improvements were being <br />made from association reserves. Ms. Kelsey noted that the Coventry Apartments <br />had just come in fora $3 million building permit, and that staff interaction was <br />helping with communication efforts on various projects. <br />Councilmember Pust clarified that the Coventry project was being funded through <br />conduit bond financing tlirough the City of Falcon Heights. <br />Ms. Kelsey and Board Member Maschka advised that cooperative financing par- <br />ticipation was what was previously referenced as multi-family housing needs and <br />rehabilitation projects were brought forward; with potential creation of a multiple <br />project revenue bond to facilitate that rehabilitation; how it would be structured <br />with the HRA as the facilitating agency; and to what extent the private sector <br />wasn't fulfilling the needs for loan funds. <br />Mayor Klausing opined that he didn't want the City to be the lender of first resort; <br />further opining that upkeep of a facility was often dependent on management. <br />Board Member Maschka opined his interest in having a presentation to the HRA <br />of firms performing REITS (Real Estate Investment Trusts) based on current <br />marketing and financing trends; before the community's multi-family units fur- <br />ther deteriorated and turned into a cancer. <br />Councilmember Roe concurred with Board Members on the multi-family housing <br />unit discussion, opining that it was a good area of housing in the community, and <br />noting that, during budget discussions with the HRA, the multi-family aspect was <br />
