RECOMMENDATION.
Hire expertise to prepare the necessary software so that
departmental financial statements compared to the current
year's budgeted amounts can be automatically produced by
the accounting system. The detail is there-we just need a
report generator created to prepare those reports.
I can't imagine a private business going for a year without
checking out it's departmental budgets/ actual. I want the
best system for Roseville. If we are to hold our department
managers accountable to staying within their budget, we
have to give them monthly buget/actual reports so they can
adjust accordingly. State statutes make it illegal and a
personal financial responsibility of the responsible person
to reimburse the city for any over budget expenditures.
This will also provide our city manager and our council
with necessary tools to know where you stand.
There is no excuse for letting the present inadequate
reporting to continue.. It is your duty to provide better tools
to the finance department, even if they don't want them or
ask for them. Read the resolution again-it presupposes
such reports are being prepared by the existing system and
they are not! ! ! I'd be interested in knowing why Mr.
Miller hasn't brought up this issue on his own.
Al Sands
