Exhibit A Notice of Public Hearing Notice is hereby given that on Monday, July 28, 2008, at 6:00 P.M., in City Hall Council Chambers, 2660 Civic Center Drive, Roseville, Minnesota, a public hearing will be held by the City Council of the City of Roseville, Minnesota (the "City"), regarding a plan to issue not to exceed $9,000,000 aggregate principal amount of Adjustable Rate Demand Revenue Bonds, Series 2008 (Northwestern College Project), of the Colorado Educational and Cultural Facilities Authority (the "Authority"), in one or more series (the "Bonds"). The proceeds of the Bonds will be loaned to Northwestern College (the "Institution"), a Minnesota nonprofit corporation to: (a) finance the costs of, or reimburse the Institution for the costs of, certain higher education facilities and related costs, including but not limited to (i) acquisition, renovation and equipping of an office building located at 2803 Lincoln Drive, Roseville, Minnesota 55113, (ii) planning and capital construction costs of campus roadways and a parking facility on the Institution's main campus located at 3003 Snelling Avenue North, Roseville, Minnesota 55113 (the "Main Campus") and (iii) capital campus landscaping costs on the Main Campus (collectively, the "Project"); (b) fund capitalized interest on the Bonds, if any; (c) fund any required debt service reserve fund; and (d) pay certain costs of issuance of the Bonds, including initial costs of any credit enhancement. The Institution is the initial owner, operator or manager of the Project. The Bonds or other obligations, as and when issued, will not constitute a charge, lien or encumbrance upon any property of the City. Such Bonds or obligations will not be a charge against the general credit or taxing powers of the City, but are payable from sums to be paid by the Institution pursuant to a revenue agreement. Interested persons wishing to express their views on the issuance of the Bonds or on the nature or location of the Facilities proposed to be financed or refinanced may attend the public hearing or, prior to the time of the hearing, submit written comments to the City Finance Director-Treasurer, 2660 Civic Center Drive, Roseville, Minnesota 55113.
