Exhibit A <br />Notice of Public Hearing <br />Notice is hereby given that on Monday, July 28, 2008, at 6:00 P.M., in City Hall Council Chambers, <br />2660 Civic Center Drive, Roseville, Minnesota, a public hearing will be held by the City Council of the City <br />of Roseville, Minnesota (the "City"), regarding a plan to issue not to exceed $9,000,000 aggregate principal <br />amount of Adjustable Rate Demand Revenue Bonds, Series 2008 (Northwestern College Project), of the <br />Colorado Educational and Cultural Facilities Authority (the "Authority"), in one or more series (the <br />"Bonds"). The proceeds of the Bonds will be loaned to Northwestern College (the "Institution"), a <br />Minnesota nonprofit corporation to: (a) finance the costs of, or reimburse the Institution for the costs of, <br />certain higher education facilities and related costs, including but not limited to (i) acquisition, renovation <br />and equipping of an office building located at 2803 Lincoln Drive, Roseville, Minnesota 55113, (ii) <br />planning and capital construction costs of campus roadways and a parking facility on the Institution's main <br />campus located at 3003 Snelling Avenue North, Roseville, Minnesota 55113 (the "Main Campus") and (iii) <br />capital campus landscaping costs on the Main Campus (collectively, the "Project"); (b) fund capitalized <br />interest on the Bonds, if any; (c) fund any required debt service reserve fund; and (d) pay certain costs of <br />issuance of the Bonds, including initial costs of any credit enhancement. The Institution is the initial owner, <br />operator or manager of the Project. <br />The Bonds or other obligations, as and when issued, will not constitute a charge, lien or <br />encumbrance upon any property of the City. Such Bonds or obligations will not be a charge against the <br />general credit or taxing powers of the City, but are payable from sums to be paid by the Institution pursuant <br />to a revenue agreement. <br />Interested persons wishing to express their views on the issuance of the Bonds or on the nature or <br />location of the Facilities proposed to be financed or refinanced may attend the public hearing or, prior to <br />the time of the hearing, submit written comments to the City Finance Director-Treasurer, 2660 Civic <br />Center Drive, Roseville, Minnesota 55113. <br />CITY OF ROSEVILLE, MINNESOTA <br />By: /s/ William J.
