Statement Regarding Department of Administration Opinion <br />Mr. Mayor, Councilmembers: <br />Late Friday afternoon, we received a courtesy copy letter from the <br />Department of Administration responding to a request for an <br />opinion made by Mr. John Kysylyczyn. <br />Mr. Kysylyczyn's request for an opinion was centered on whether <br />an a-mail message I had sent to the City Councilmembers should <br />have been printed and provided to the public as a part of the <br />meeting materials. I had not done so. <br />The letter we received last Friday included an analysis and opinion <br />of the Commissioner that the City did not comply with the <br />requirements of the open meeting statute because we did not <br />provide a copy of the email for the public. <br />I want to accept responsibility for this oversight, and apologize to <br />the City Council and Roseville citizens. <br />The situation that was in question was one where a printed copy of <br />an a-mail I sent to the Councilmembers on the morning of a <br />meeting was not included in the public meeting materials, and <br />frankly I was unaware that it was required. <br />This was a mistake on my part. I had no intent or design to <br />withhold the email or its content from the public. I believe that all <br />aspects of the memo were, in fact, disclosed to the public during <br />the City Council discussion, but a printed copy of the email was <br />not available at the meeting. <br />In the future we will provide such information before or during a <br />council meeting. <br />Bill Malinen, Roseville City Manager <br />
