Regular City Council Meeting <br />Monday, July 28, 2008 <br />Page 13 <br />Councilmember Roe noted that such division of the question would impact a <br />number of areas and items in the proposed ordinance where the impervious cover- <br />age deviation was referenced. <br />Roe moved, Pust seconded, enactment of Ordinance No. 1372 entitled, "An Ordi- <br />nance Amending Selected Text of: Title 10, Chapter 1013, Conditional Use Per- <br />mits; Variances and Title 10, Chapter 11014, Administration;" amended as fol- <br />lows: Page 2, line 73 addressing the procedure for a setback permit needing to <br />provide for an administrative deviation; and on page 1, line 35 of the ordinance, <br />correct from "a," to "an; "and City Attorney Anderson's proposed language re- <br />vision on pages 3 and 4, lines 129 -133, Section D, "Necessary Criteria for Ap- <br />proval," as follows: "Structure Setback Deviation: In addition to other requirements <br />of this section, the development review committee, in recommending approval of a struc- <br />ture setback deviation, shall {consider whether the following factors] f""~ +"~• ~ ^~' ' <br />° are present: <br />Roll Call <br />Ayes: Roe; Pust; Willmus; and Klausing. <br />Nays: Ihlan. <br />Motion carried. <br />Councilmember Ihlan noted that she would then have to vote in opposition to the <br />motion, as stated, in her desire to preserve green space and to not encourage addi- <br />tionalpavement, and to recognize improving technologies to deal with stormwater <br />runoff, rather than allowing for routine deviation. <br />Mayor Klausing duly noted Councilmember Ihlan's position. <br />Councihnember Roe recognized and concurred with Councilmember Ihlan's con- <br />cerns regarding impervious surface deviations. However, Councilmember Roe <br />opined that the proposed ordinance language was intended to deal with small <br />properties, and that the city also includes large properties that didn't <br />come close to thirty percent (30%) impervious surface coverage, and provided a <br />reasonable allowance with stormwater mitigation. <br />Roe moved, Pust seconded, enactment of Ordinance Summary No. 1372 entitled, <br />"An Ordinance Summary for Amendments to Title 10 (Zoning) of the Roseville <br />City Code." <br />Roll Call <br />Ayes: Roe; Pust; Willmus; Ihlan and Klausing. <br />Nays: None. <br />11.
