Regular City Council Meeting <br />Monday, July 28, 2008 <br />Page 20 <br />Further discussion included staff's role and financial impacts to the City for their <br />oversight roles, and whether that administration would be eligible for grant funds, <br />with staff again responding negatively that there was no such mechanism in these <br />grant funds, but that administrative costs could be captured in relation to any TIF <br />fees. <br />Community Development Director Trudgeon advised that he was proposing, in <br />his department's 2009 budget requests, that escrow accounts for developers be put <br />in place to allow for staff's billable time. <br />Councilmember Pust spoke in support of such a provision. <br />Further discussion included soil vapors and stipulation for a barrier. <br />Tam McGehee <br />Ms. McGehee shared personal historic information and environmental work re- <br />garding the TCE and its vapor issues and its toxicity and the need for the vapor <br />barrier in place. <br />Councilmember Ihlan questioned if the City had access to Cent Ventures' envi- <br />ronmental studies, and whether the City had a copy that they could keep. <br />Mr. Trudgeon noted that in the Memorandum of Understanding (MOU), page 2, <br />line 6, Section 6 provided for the City to receive copies of all environmental <br />documents and reports. <br />Klausing moved, Ihlan seconded, approval of grant contracts between the City of <br />Roseville and the Metropolitan Council for $189,000 in Tax Base Revitalization <br />Account (TBRA) Grant Funds. <br />Roll Call <br />Ayes: Roe; Pust; Willmus; Ihlan and Klausing. <br />Nays: None. <br />Klausing moved, Ihlan seconded, approval of a Memorandum of Understanding <br />between the City of Roseville and Cent Ventures, identifying the responsibilities <br />and expectations of the City and Cent Ventures pertinent to the implementation of <br />the Tax Base Revitalization Account (TBRA) Grant Funds. <br />Roll Call <br />Ayes: Roe; Pust; Willmus; Ihlan and Klausing. <br />Nays: None. <br />
