Regular City Council Meeting <br />Monday, August 18, 2008 <br />Page 9 <br />this issue, specific to monies set aside by various civic organizations to pursue the <br />signs and encouraged the City Council to honor their previous commitment. <br />Public Comment <br />Wally Mylleneck, representing the Rotary, Lions, Kiwanis, V.F.W. and <br />American Legion Clubs <br />Mr. Myllenbeck noted that the most recent sign design, presented by the Public <br />Works Department and approved by the City Council, had been changed from <br />"Welcome to Roseville," to "Roseville Welcomes You;" and opined his support <br />for the revised wording. Mr. Myllenbeck advised that the above-referenced civic <br />clubs had committed $3,000 toward the project and installation of the first sign. <br />Mr. Myllenbeck concurred with previous comments of Councilmember Roe that <br />the proposed signs don't need to be installed all at the same time, but could be ac- <br />complished one sign at a time; and noted that the clubs were all eager to see at <br />least one sign erected as soon as possible; and encouraged the City Council to so <br />direct. <br />City Engineer Debra Bloom <br />At the request of the City Council, Ms. Bloom advised that the estimate by the <br />Public Work Department was anticipated to be $5,000 per sign. <br />Mayor Klausing advised that he was not asking the City Council to take action to- <br />night; however, asked that they keep this previous commitment in mind during <br />budget discussions and previous allocations. <br />13. Business Items -Presentations, Discussions <br />a. Discuss Professional Services Policy <br />City Manager Malinen had provided information in the staff report dated August <br />18, 2008 to initiate City Council discussion of the City's Professional Service Pol- <br />icy, and its contracts, and his recommended revisions to that policy. Mr. Malinen <br />suggested that the City Council consider whether such a policy was in the City's <br />best interest; whether elimination of the two three-year contract limitations was <br />appropriate, or whether an evaluation process should be considered to coincide <br />with the RFP process; and consideration of whether a 30-day notice clause should <br />be incorporated in contract language. Mr. Malinen advised that such revisions <br />would ensure overall value for taxpayers in not losing working relationships, con- <br />tinuity, and historical knowledge of existing professional firms. <br />Councilmember Ihlan, while not on the City Council when the policy was <br />adopted, noted that the purpose statement provided rationale for the six year limit, <br />and opined that it provided valid public policy concerns for retaining the policy as <br />it currently stands. Councilmember Ihlan opined that it was crucial to continue <br />seeing RFP's to avoid locking in a firm without open and free market bid proc- <br />esses. <br />
