Regular City Council Meeting <br />Monday, March 17, 2008 <br />Page 22 <br />Councilmember Pust opined her preference for internal parking, with the build- <br />ings moved to the periphery to accommodate security issues, while eliminating or <br />reducing the visual impact of the surface parking and the "sea of asphalt." <br />Mr. Fabel recognized Councilmember Pust's concerns, and addressed considera- <br />tions in the design based on storm water issues for surface parking area runoff and <br />pre-treating that runoff before it gets to the lake; desire to avoid a darker trail sys- <br />tem; and for safety in higher lighted areas. <br />Councilmember Pust asked that the developer continue to look at the massive as- <br />phalt surface area; and also notified the developer that she would be looking to- <br />ward LEED Certification with the project. <br />Additional discussion included the buffer area and storm water features immedi- <br />ately south of Langton Lakes; native or indigenous plantings in that area; estimate <br />of the number of new jobs (2,500); and projected tax value to the City. <br />Klausing moved, Pust seconded, approved the proposed REZONING and GEN- <br />ERAL CONCEPT PLANNED UNIT DEVELOPMENT (PUD) by McGough De- <br />velopment for the 26-acre PIK Terminal parcel within the Twin Lakes Redevel- <br />opment area, based on the comments and analysis of Sections 6 through 9, and the <br />conditions of Section 10 of the Project Report dated March 17, 2008. <br />Councilmember Ihlan sought a friendly amendment clarifying whether the identi- <br />fied natural oak grove is proposed to be included or excluded from the proposed <br />project. <br />City Attorney Anderson suggested proposed language indicating that "In the <br />event that, between this General Concept Plan and a Final Plan, it is determined <br />that the "oak grove" parcel as proposed to be included in the project, prior to that <br />time, a tree study be done and presented to the Planning Commission and/or City <br />Council showing species, condition, and related information on trees on that par- <br />cel." <br />After further discussion, Councilmembers by consensus, clarified that the single <br />proposed expansion piece of the oak grove parcel WAS NOT intended as part of <br />this project and the approved motion. <br />Public Comment <br />Tam McGehee <br />Ms. McGehee opined that, as a member of the Friends of Twin Lakes, and as a <br />resident, the McGough proposal was nice, and expressed appreciation to the de- <br />veloper for communicating with members of the community. Ms. McGehee ad- <br />wised that the oak parcel had been discussed with the developer previously, and <br />expressed her appreciation that it was on the radar screen. Ms. McGehee noted <br />
