Regular City Council Meeting <br />Monday, September 15, 2008 <br />Page 13 <br />subject to the conditions detailed in Section 8 of the project report dated Septem- <br />ber 15, 2008. <br />Mr. Trudgeon advised that one correction to staffts report was the width of the <br />roadway: proposed to be twenty-six feet (26') in width up to the curve (crosswalk <br />at Mount Ridge Road right-of--way); and thirty-two feet (32') thereafter. <br />Mr. Trudgeon also reviewed, for the record, several outstanding issues remaining <br />for negotiation between the developer and City, as detailed in Section 9.2 of the <br />staff report. Mr. Trudgeon addressed length of the road; connections and turn- <br />around for public safety purposes and snowplowing; location of the turnaround on <br />developer or City park property; and park dedication fees, with the developer in- <br />dicating that they feel they've satisfied those requirements through construction of <br />the road servicing the park. <br />Councilmember Roe noted that there was not a copy of the ordinance, dated in <br />June of 2007, when the City Council took action for underlying zoning to be re- <br />zoned from B6 to R3as part of the Preliminary Plat and General Concept Review. <br />Mr. Trudgeon advised that standard procedure was for the property to be rezoned <br />until the Final Plan has been presented for approval; and opined that an ordinance <br />should be adopted as part of tonight's action. Mr. Trudgeon also noted that as <br />part of the City's Comprehensive Plan Update currently in process, future land <br />use designation was for this parcel to be designation high density residential. <br />Councilmember Pust opined that the turnaround should be on the developer's <br />property and that they should pay park dedication fees as outlined in the staff re- <br />port. <br />Councilmember Ihlan sought clarification on impervious surface calculations on <br />this proposal. <br />Mr. Trudgeon advised that he didn't have those calculations available tonight, but <br />would provide them later. <br />Councilmember Ihlan reiterated her concerns addressed in the previous action <br />item regarding this proposed project; and her preference for preservation of the <br />low quality Oak woodland and wildlife habitat areas; and opined that the AUAR, <br />page 20, committed the City to seeking parkland dedication fees and preserving <br />those areas. Councilmember Ihlan spoke in support of requiring park land dedica- <br />tion fees and removing the public road. <br />Mayor Klausing noted his previous requests that Councilmembers raise such is- <br />sues with staff before a meeting, rather than bringing them forward at the bench, <br />
