Mr. Munson noted that this property was the left side of the duplex, and <br />that the following request for abatement at 1782 was for the right side of the du- <br />plex. Mr. Munson noted that the City had received numerous citizen complaints <br />regarding the disrepair of this property, basically due to oxidation of paint on the <br />structure. <br />Mr. Munson amended the staff report and cost estimate to include the south wall, <br />with an estimated total cost for this duplex at $2,500, rather than the previous es- <br />timate. <br />Discussion included foreclosure status of this side of the duplex; clarification that <br />eventual payment of any assessments will be the responsibility of subsequent <br />property owners, at which time city monies would be reimbursed; state of the cur- <br />rent housing market versus depreciation of adjacent properties due to disrepair of <br />neighboring properties; staff's intent to use primer, followed by paint to correct <br />the poor quality of paint used in the past; and staff conversations with property <br />owners and/or representatives of mortgage holders. <br />Mayor Klausing confirmed that the property owner was not present. <br />Klausing moved, Ihlan seconded, directing staff to abate public nuisance viola- <br />tions at 1780 Centennial Drive by hiring a general contractor to correct existing <br />code violations, as detailed in the Request for Council Action dated September 8, <br />2008, at an estimated cost amended to be approximately $2,500.00; and further <br />directing that the property owner be billed for all actual and administrative costs; <br />and if those charges remain unpaid, staff is to recover costs as specified in Minne- <br />sota Statute, Section 407.07B; with costs to be reported to the City Council fol- <br />lowing the abatement; and amended that abatement would consist of painting both <br />the east and south sides of the structure. <br />Roll Call <br />Ayes: Roe; Ihlan; Willmus; Pust; and Klausing. <br />Nays: None. <br />e.
