Regular City Council Meeting <br />Monday, October 13, 2008 <br />Page 12 <br />plans from the Comprehensive Plan; that at that time major changes had been <br />made to the draft Comprehensive Plan. <br />Mr. Buczkowski surmised and commenting that the flyer appeared to be correct. <br />Mayor Klausing interjected that he strongly took issue with continuing under the <br />perception that the flyer was correct. <br />Mr. Buczkowski opined that it was important for the Roseville public to have the <br />facts. <br />Mayor Klausing clarified that the existing Comprehensive Plan did not have a <br />"Community Business" land use designation. <br />Councilmember Pust clarified that, when the new draft Comprehensive Plan came <br />forward, some of those initial items were changed; however, noted that there was <br />no "Community Business" land use designation related to HarMar Mall or any- <br />where else in the community; and only within the draft under discussion over the <br />last six months, had that concept been considered. <br />Councilmember Willmus advised that the Community Development Department <br />had video recordings of all meetings of the Steering Committee that would pro- <br />vide the media with afirst-person understanding of the process to-date and how <br />meeting discussions progressed. <br />Councilmember Roe clarified one aspect of Councilmember Ihlan's response to <br />Mr. Buczkowski and action of the Steering Committee at their September 11, <br />2008 meeting, as not respectful of individual judgments taken, not as a result of <br />any correspondence received from Roseville Properties; but in acting in the best <br />interests of the community. Councilmember Roe noted that there was genuine <br />disagreement, but that the particular vote was 8/5 in favor of designating HarMar <br />Mall as "Regional Business;" and acknowledging that it was a 7/6 vote to remove <br />master plans from the Comprehensive Plan update. Councilmember Roe opined <br />that it was important for the City Council to focus on citizen input at tonight's <br />meeting, as previously requested. <br />Mayor Klausing concurred that public comment continue; and asked that mem- <br />bers of the public, if they had already spoken at the Planning Commission keep <br />their comments brief, as the City Council had received their comments as part of <br />the Planning Commission record and in tonight's staff report. <br />Kathryn Park, 2070 Midlothian Road <br />Ms. Park spoke in support of her neighborhood, noting that her first public in- <br />volvement had come when there was discussion of a potential pawn shop in the <br />neighborhood.
