As our discussion went, it <br />became apparent that the mitigation measures should be handled within the zon- <br />ing ordinance. I think that this is the direction this council should go. I think there <br />is a compromise there that will work. There is a compromise there that will pro- <br />tect those folks neighborhoods. I think this is something we owe the neighbor- <br />hoods surrounding Har Mar to do. <br />Mayor Klausing spoke in support of the motion; and read specific distinctions <br />highlighted in language for each business land use designation. Mayor Klausing <br />concurred with Councilmember Willmus; opining that the "devil was in the de- <br />tails," and that the zoning code amendments would address those issues; and sup- <br />ported moving HarMar into the "Community Business" category. <br />Councilmember Pust thanked citizens for paying attention to their community and <br />for contacting her to make their opinions known; opining that it served as a criti- <br />cal foundation to democracy. Councilmember Pust opined that what she had <br />heard was that citizens wanted HarMar to remain the way it was, with more space <br />leased to various businesses; while noting that there remained other issues at <br />HarMar, such as noise and traffic, and needing further discussion and resolution. <br />Councilmember Pust noted however, that there was no need to solve problems <br />that don't exist, and clarified that there was no one on the City Council that was <br />saying HarMar should be bulldozed to construct a Wa1Mart. <br />Councilmember Ihlan opined that this motion did not respond to all of the actual <br />concerns raised, nor to what "Community Business" designation indicated; and <br />further opined that the City Council was not yet done with this draft Plan. Coun- <br />cilmember Ihlan opined that, if it was the City Council's intent to send this draft <br />Plan off for review without reaching consensus on issues, it was a waste of every- <br />one's time. However, Councilmember Ihlan spoke in support of returning Har- <br />Mar to "Community Business".designation. <br />Mayor Klausing noted that the draft Plan would return to the Planning Commis- <br />sion for an additional Public Hearing, as well as to the City Council at their De- <br />cember 15, 2008 meeting, providing additional opportunities for discussion and <br />public comment. <br />Mr. Trudgeon clarified that this proposed action was addressing only the HarMar <br />site and not the SuperTarget site. <br />Roll Call <br />Ayes: Willmus; Roe; Ihlan; Pust; and Klausing. <br />Nays: None. <br />
