Mr. Heitzinger <br />advised that he had made a small purchase to see what the process was, and left with a <br />more positive attitude. <br />Mr. Heitzinger referenced community comments that the City needed more affordable <br />housing, the need to recycle current housing, and to encourage young people to come to <br />Roseville, based on the many amenities of the community. While opining his respect for <br />Mr. Smith and his business, Mr. Heitzinger appealed to commissioners to look at the <br />whole picture, and the consequences of their approvals of various operations, to <br />determine what kind of message was being sent to existing and prospective residents. <br />Janice Ettle, Rosewood Village Condominiums, 1620 W Highway 36, #207 <br />Ms. Ettle expressed appreciation for the comments made by previous speakers tonight; <br />but expressed her concerns with the condition of the road, given recent use of heavy <br />equipment; in addition to safety concerns with the road curvature and speed of traffic. <br />Ms. Ettle concurred with previous public comment. Ms. Ettle opined that a stop sign <br />would help the traffic speed; and further opined that parking on both sides of the road <br />would hinder emergency vehicle access. <br />Chair Bakeman asked that Mr. Trudgeon relay Ms. Ettle’s suggestion for installation of a <br />stop sign (by the bank and commercial area) to the City’s Public Works Department for <br />their review and comment. <br />Discussion was held regarding on-street parking related to the Har Mar Apartment <br />complex, with Mr. Trudgeon clarifying that parking was allowed, based on street width, on <br />various streets throughout the City; however, Mr. Trudgeon advised that a condition of <br />the Har Mar Apartment project approval was that they could not use on-street parking to <br />meet their minimum parking requirement, needing to find a solution on-site. <br />Noreen Sorg, Rosewood Village Condominiums, 1640 W Highway 36 <br />Ms. Sorg noted her previously-expressed concerns with the Har Mar Apartment project <br />and driveway access issues and increased traffic; and reiterated those concerns with this <br />application as well, opining the need for the driveways to that parking lot to be signed, <br />“One Way.” <br />Ruth Batchelder, 2205 Haddington Road <br />Ms. Batchelder reiterated her comments from the previous Comprehensive Plan Update <br />discussion, and as a new resident, her concerns about impacts to the neighborhood and <br />her property. <br />Applicant, Mark Smith <br />Mr. Smith apologized for his previous outburst during Mr. Heitzinger’s comments; <br />explaining his passion related to the University project, and the many difficulties <br />overcome, and historical and streetscape renovations proposed, for this facility, with the <br />City of St. Paul’s blessing and leading the way in initial redevelopment in the light rail <br />corridor. <br />Mr. Smith addressed comments and concerns expressed during public comment in <br />response to those items identified by Chair Bakeman. Regarding melting down precious <br />metals or accepting melted gold, Mr. Smith advised that his operation did not conduct <br />smelting and that per license requirements, merchandise had to maintain its original state <br />without alteration; but noted that after the holding period, he may wholesale merchandise <br />to a gold dealer for smelting. Mr. Smith reminded Commissioners that a photo of the <br />product received and the customer, as well as a detailed description of the merchandise <br />and any distinguishing characteristics, was provided at the time of each purchase. Mr. <br />Smith reviewed possible occurrences during the holding period, where an officer may <br />pursue a suspicious activity report; other occasions when a customer would pawn dental <br />bridge work with gold; and the retail options after the merchandise has exceeded the 60- <br />day holding period for resale, repair, wholesale, or whatever option seems prudent. <br /> <br />
