Planning Commission Board Meeting City Council Chambers, 2660 Civic Center Drive Minutes - Wednesday, June 04, 2008 1. Call to Order Chair Bakeman called to order the Planning Commission meeting at 5:45 p.m. and reviewed the role and purpose of the Planning Commission. 2. Roll Call & Introductions City Planner Thomas Paschke called the Roll. Members Present: Commissioners Joe Wozniak; Barbara Martinson; Andre Best; Daniel Boerigter; Jim Doherty; and Chair Mary Bakeman Members Excused: Commissioner Thomas Gottfried Staff present: City Planner Thomas Paschke; Associate Planner Bryan Lloyd; Economic Development Associate Jamie Radel 3. Approval of Minutes MOTION Member Wozniak moved, seconded by Member Doherty to approve meeting minutes of May 7, 2008 as presented. Ayes: 5 Nays: 0 Abstentions: 1 (Commissioner Martinson) Motion carried. 4. Communications and Recognitions: a. From the Public (public comment on items not on the agenda): Chair Bakeman and Commissioner Martinson reported on their recent attendance at a meeting to view the proposed Rice Street Corridor Improvement Plan by Ramsey County. Chair Bakeman noted that additional meetings would be held in the future, and then would proceed to respective City Councils of those municipalities involved. Chair Bakeman noted that there would be substantial coordination and cooperation in developing the final plans to address the needs and provisions, for the intended three (3) lane roadway (1 lane in each direction and 1 center designated turn lane, from Larpenteur Avenue on to the north) and allowing for medians at all major intersections along the corridor). Commissioner Martinson noted that the street couldn’t be widened to four (4) lanes due to commercial and/or residential property setbacks and lack of available right-of- ways. Discussion included a pending joint Request for Proposals (RFP’s) to consider burying electric lines (not cable, telephone or other utilities) with each City required to bear that expense if approved. Public Comment Nadya El-Afandi, 1810 Alta Vista Drive Ms. El-Afandi asked if there would continue to be bike access across Rice Street. Chair Bakeman advised that access was proposed to be continued; however, at intersections bikes would need to turn with traffic. Chair Bakeman encouraged Ms. El-Afandi to make sure she monitored public notifications for and attended any upcoming Public Hearings on the proposed construction.
