<br />Planning Commission Board Meeting <br />City Council Chambers, 2660 Civic Center Drive <br />Minutes - Wednesday, June 04, 2008 <br />1. Call to Order <br />Chair Bakeman called to order the Planning Commission meeting at 5:45 p.m. and reviewed <br />the role and purpose of the Planning Commission. <br />2. Roll Call & Introductions <br />City Planner Thomas Paschke called the Roll. <br />Members Present: Commissioners Joe Wozniak; Barbara Martinson; Andre Best; Daniel <br />Boerigter; Jim Doherty; and Chair Mary Bakeman <br />Members Excused: Commissioner Thomas Gottfried <br />Staff present: City Planner Thomas Paschke; Associate Planner Bryan Lloyd; Economic <br />Development Associate Jamie Radel <br />3. Approval of Minutes <br />MOTION <br />Member Wozniak moved, seconded by Member Doherty to approve meeting minutes of <br />May 7, 2008 as presented. <br />Ayes: 5 <br />Nays: 0 <br />Abstentions: 1 (Commissioner Martinson) <br />Motion carried. <br />4. Communications and Recognitions: <br />a. From the Public (public comment on items not on the agenda): <br />Chair Bakeman and Commissioner Martinson reported on their recent attendance at a <br />meeting to view the proposed Rice Street Corridor Improvement Plan by Ramsey <br />County. <br />Chair Bakeman noted that additional meetings would be held in the future, and then <br />would proceed to respective City Councils of those municipalities involved. Chair <br />Bakeman noted that there would be substantial coordination and cooperation in <br />developing the final plans to address the needs and provisions, for the intended three <br />(3) lane roadway (1 lane in each direction and 1 center designated turn lane, from <br />Larpenteur Avenue on to the north) and allowing for medians at all major intersections <br />along the corridor). <br />Commissioner Martinson noted that the street couldn’t be widened to four (4) lanes <br />due to commercial and/or residential property setbacks and lack of available right-of- <br />ways. <br />Discussion included a pending joint Request for Proposals (RFP’s) to consider <br />burying electric lines (not cable, telephone or other utilities) with each City required to <br />bear that expense if approved. <br />Public Comment <br />Nadya El-Afandi, 1810 Alta Vista Drive <br />Ms. El-Afandi asked if there would continue to be bike access across Rice Street. <br />Chair Bakeman advised that access was proposed to be continued; however, at <br />intersections bikes would need to turn with traffic. Chair Bakeman encouraged Ms. <br />El-Afandi to make sure she monitored public notifications for and attended any <br />upcoming Public Hearings on the proposed construction. <br /> <br />
