Planning Commission Meeting <br />Minutes – Wednesday, August 06, 2008 <br />Public Comment <br />Virginia Tschida, 2247 Dellwood <br />Ms. Tschida jovially opined that she was one of the neighbors who had expressed her <br />dislike of the red color currently on the library. <br />Ms. Tschida sought clarification on the actual lots shown in the agenda packet materials, <br />noting that the site plan showed that the properties only went up to 2240 Dellwood, and <br />her yard was immediately adjacent. <br />Mr. Paschke clarified that the map was incorrect and should show one additional parcel <br />to the north of 2240 Hamline Avenue as part of the library site, up to the home <br />immediately to the south of the Brown-Wilbert Vault Company property. <br />Ms. Tschida alerted City and Library representatives that, due to non-maintained tree <br />growth on the lot, and growing into power lines, they experienced numerous brown-outs. <br />Ms. Tschida advised that she had attended the Library informational meetings; and she <br />spoke in support of the proposed plan. <br />Chair Bakeman closed the Public Hearing, with no one else appearing to speak. <br />Commissioner Doherty expressed his personal appreciation of the library and its varied <br />uses; and spoke in support of the request. <br />MOTION – General Concept Planned Unit Development <br />Member Doherty moved, seconded by Member Bakeman to RECOMMEND <br />APPROVAL of the request for a GENERAL CONCEPT PLANNED UNIT <br />DEVELOPMENT for the Ramsey County Library to allow the proposed library <br />expansion at 2180 Hamline Avenue; based on the comments and findings outlined <br />in Sections 5 – 8, and subject to the conditions detailed in Section 9 of the staff <br />report dated August 6, 2008; <br />amended to include the following conditions: <br /> That the applicant provide for bicycle parking and security on the improved <br />? <br />site; and <br /> That the applicant provide for better pedestrian access to and from, as well as <br />? <br />within the site. <br />Ayes: 7 <br />Nays: 0 <br />Motion carried. <br />MOTION – Land Use Amendment <br />Member Wozniak moved, seconded by Member Gottfried to RECOMMEND <br />APPROVAL of the request for a Comprehensive Plan Land Use Designation <br />change from current Medium Density Residential designation to Institutional, <br />Planned Unit Development with an underlying zoning of B-1 (Limited Business <br />District) to more effectively address the parcel’s use and to allow for consistency <br />with corresponding dimensional requirements; based on the comments and <br />findings outlined in Sections 5 – 8, and subject to the conditions detailed in <br />Section 9 of the staff report dated August 6, 2008. <br />Ayes: 7 <br />Nays: 0 <br />Motion carried. <br />Chair Bakeman noted that this case was scheduled to be heard by the City Council at <br />their August 25, 2008 meeting. <br />6. Other Business <br />Brief informational presentation on upcoming planning and projects by Capital Region <br />Watershed District <br />No one was present for this presentation. <br />7.
