Planning Commission Meeting <br />Minutes – Wednesday, September 03, 2008 <br />Page 11 <br /> <br />Staff clarified that plats were divisions of land, not tied to specific land use <br />approved projects with structures; but based on standard analyses of whether <br />there was enough land area to support underlying or future zoning; achievement <br />of the Master Plan; Comprehensive Plan consistency with the proposal; and <br />opined that, based on their information, the preliminary plan met and achieved the <br />City’s goals and code requirements. <br />MOTION <br />Member Doherty moved, seconded by Member Best to RECOMMEND <br />APPROVAL of the request for a PRELIMINARY PLAT for the Cent Ventures II <br />and the property at 2750 Cleveland Avenue; based on the comments and <br />conditions of Section 7 of the project report dated September 3, 2008, <br />amended to revise conditions of Section 7 of the staff report dated <br />September 3, 2008 as follows: <br />Section 7.1 The Planning Division recommends approval of the <br />Preliminary Plat, subject to the following conditions: <br />a. The Preliminary Plat shall be revised to account for the change in <br />land area based upon Quit Claim Deed 1511814; shifting the Outlot <br />and Lot 1, ten feet (10’) west and ten feet (10’) south; <br />b. <br />The applicant shall dedicate as right-of-way the ten foot (10’) wide <br />strip (Iona Lake and Mount Ridge Road) identified in Document <br /> <br />1511814 on the proposed Lot 1 only; <br />c. <br />Future right-of-way dedications and utility and drainage needs will <br /> <br />be considered at the time the Outlot is re-platted; <br />d. <br />The re-platting of Lots 1, 2, 3, 18, 19, and 20, Block B, Twin View may <br />require park dedication consistent with State Statutes 462.358 and <br />Roseville City Code, Section 1103.07. The applicant shall work with <br />the Park and Recreation Department on determining whether such a <br /> <br />dedication or payment in lieu of land dedication is required. <br />Ayes: 7 <br />Nays: 0 <br />Motion carried. <br />Chair Bakeman that this case was scheduled to be heard by the City Council at their <br />September 22, 2008 meeting. <br />6.
