Planning Commission Meeting Minutes – Wednesday, September 03, 2008 Page 9 Public Comment Chair Bakeman noted, for the record, receipt of one written comment for this case, Gary attached hereto and made a part thereof, provided by e-mail from Grefenberg, 91 Mid Oaks Lane, requesting consideration of pedestrian walkways around the development, with landscaping to provide enjoyable recreational opportunities for seniors to connect with their community and nature. Chair Bakeman closed the Public Hearing, with no one appearing to speak. MOTION Member Doherty moved, seconded by Member Gottfried to RECOMMEND APPROVAL of the REZONING of 2990 and 2996 Cleveland Avenue N from R- 1 Single Family Residential to Planned Unit Development with an underlying zoning of B-6, Mixed Use Business Park; based on the comments and findings, and the conditions as detailed in the project report dated August 6, 2008. Ayes: 7 Nays: 0 Motion carried. MOTION Member Doherty moved, seconded by Member Boerigter to RECOMMEND APPROVAL of the PRELIMINARY PLAT creating Lot, 1, Block 1 (senior co- op), Lot 2, Block 1 (assisted living), and Right-of-Way Dedication for Langton Lake Drive and Cleveland Avenue; based on the comments and findings, and the conditions as detailed in the project report dated August 6, 2008. Ayes: 7 Nays: 0 Motion carried. MOTION Member Doherty moved, seconded by Member Martinson, with friendly amendments offered by Members Bakeman and Wozniak, with each accepted by the makers of the motion, to RECOMMEND APPROVAL of the GENERAL CONCEPT PUT as prepared for the September 3, 2008 Planning Commission meeting by United Properties, subject to the conditions of Section 11 of this report based on the comments and findings, and the conditions as detailed in the project report dated August 6, 2008; with final approval by the City Council to be considered after all conditions and required documents and permits have been submitted for final approval; with those final approvals considered as a separate application process; amended as follows: Additional condition that the developer and staff will continue ? discussions for pathways to surround the park area to the east and south of the subject property; Condition “d” amended to read as follows: “The Planning Division will ? work with the applicant on creating, installing and maintaining gateway landscaping and signage elements at Cleveland Avenue and the north and south sides of the planned Langton Lake Drive, and pedestrian friendliness along Cleveland Avenue.” Ayes: 7 Nays: 0 Motion carried. Chair Bakeman noted that this case was scheduled to be heard by the City Council at their September 15 and October 13, 2008 meetings. Chair Bakeman opined that the project would be a great addition to the City of Roseville.
