Planning Commission Meeting <br />Minutes – Wednesday, September 03, 2008 <br />Page 9 <br /> <br />Public Comment <br />Chair Bakeman noted, for the record, receipt of one written comment for this case, <br />Gary <br />attached hereto and made a part thereof, provided by e-mail from <br />Grefenberg, 91 Mid Oaks Lane, <br /> requesting consideration of pedestrian <br />walkways around the development, with landscaping to provide enjoyable <br />recreational opportunities for seniors to connect with their community and nature. <br />Chair Bakeman closed the Public Hearing, with no one appearing to speak. <br />MOTION <br />Member Doherty moved, seconded by Member Gottfried to RECOMMEND <br />APPROVAL of the REZONING of 2990 and 2996 Cleveland Avenue N from R- <br />1 Single Family Residential to Planned Unit Development with an underlying <br />zoning of B-6, Mixed Use Business Park; based on the comments and <br />findings, and the conditions as detailed in the project report dated August 6, <br />2008. <br />Ayes: 7 <br />Nays: 0 <br />Motion carried. <br />MOTION <br />Member Doherty moved, seconded by Member Boerigter to RECOMMEND <br />APPROVAL of the PRELIMINARY PLAT creating Lot, 1, Block 1 (senior co- <br />op), Lot 2, Block 1 (assisted living), and Right-of-Way Dedication for <br />Langton Lake Drive and Cleveland Avenue; based on the comments and <br />findings, and the conditions as detailed in the project report dated August 6, <br />2008. <br />Ayes: 7 <br />Nays: 0 <br />Motion carried. <br />MOTION <br />Member Doherty moved, seconded by Member Martinson, with friendly <br />amendments offered by Members Bakeman and Wozniak, with each <br />accepted by the makers of the motion, to RECOMMEND APPROVAL of the <br />GENERAL CONCEPT PUT as prepared for the September 3, 2008 Planning <br />Commission meeting by United Properties, subject to the conditions of <br />Section 11 of this report based on the comments and findings, and the <br />conditions as detailed in the project report dated August 6, 2008; with final <br />approval by the City Council to be considered after all conditions and <br />required documents and permits have been submitted for final approval; <br />with those final approvals considered as a separate application process; <br /> <br />amended as follows: <br /> Additional condition that the developer and staff will continue <br />? <br />discussions for pathways to surround the park area to the east and <br />south of the subject property; <br /> Condition “d” amended to read as follows: “The Planning Division will <br />? <br />work with the applicant on creating, installing and maintaining gateway <br />landscaping and signage elements at Cleveland Avenue and the north <br />and south sides of the planned Langton Lake Drive, and pedestrian <br />friendliness along Cleveland Avenue.” <br />Ayes: 7 <br />Nays: 0 <br />Motion carried. <br />Chair Bakeman noted that this case was scheduled to be heard by the City <br />Council at their September 15 and October 13, 2008 meetings. Chair Bakeman <br />opined that the project would be a great addition to the City of Roseville. <br /> <br />
