Planning Commission Meeting <br />Minutes – Wednesday, October 01, 2008 <br /> <br />Page 10 <br />Mary Poeschl, 1602 N Ridgewood Lane <br />Ms. Poeschl spoke in strong opposition to changing HarMar into a regional shopping <br />center. <br />Ms. Poeschl spoke in opposition to the recently installed concrete barriers, opining that <br />they looked like a “war zone” and should be removed; and further opined that the <br />boulevards on Snelling Avenue were despicable, and that the City should take action to <br />improve their appearance. <br />Public Comment - Second Opportunity <br />John Goedeke <br />Mr. Goedeke concurred with the comments of Ms. Berry related to Mr. Dahlgren. Mr. <br />Goedeke advised that he had been involved with the Comprehensive Plan on three (3) <br />different levels: formulation of the original Plan with Mr. Dahlgren, working through the <br />Plan on the City Council level, and now in updating this plan. Mr. Goedeke opined that <br />tonight’s comments provided impetus to his concerns regarding different business level <br />designations. Mr. Goedeke further opined that he agreed with the need to control what <br />developed in a neighborhood, and appreciate public comments; however, expressed his <br />concern in re-designating HarMar and Target to “Community Business,” was in creating <br />their non-compliance. Mr. Goedeke encouraged serious thought about the future of <br />Roseville, avoiding potential litigious situations, and allowing businesses to work within <br />the community without onerous restrictions. <br />Tam McGehee <br />Ms. McGehee opined that the perception that commercial business in the community was <br />a big boon to the City’s tax base, and disputed that opinion by providing calculations of <br />the tax base and allocation of tax dollars across the metropolitan area. Ms. McGehee <br />further opined that the City’s residents absorbed the bills, and experienced a higher tax <br />base accordingly. <br />Ms. McGehee spoke in support to the written comments read by Mr. Roe related to <br />“Community Business (CB)” land use description revised language. <br />Ms. McGehee spoke in support of planning for the future to make the community livable <br />for its residents, but not a great feast for developers. <br />Karen Schaffer <br />Ms. Schaffer addressed the second portion of the minority report dated September 24, <br />2008 related to Master Plans as part of the Comprehensive Plan; and spoke in support of <br />including all or part of the current and future land use master plans prepared by the City <br />in the Comprehensive Plan, as detailed in those written comments. <br />Chair Bakeman closed the Public Hearing at approximately 9:16 p.m. <br />Discussion <br />Chair Bakeman addressed several comments. <br />Concrete barriers on Snelling <br />Chair Bakeman recognized public comments related to recent improvements and <br />installation of the barrier wall along Snelling Avenue by MnDOT; and advised that the City <br />had note been notified and was without recourse in this situation. <br />Commissioner Gottfried, as an employee of MnDOT, encouraged public comment via the <br />MnDOT website directly to that specific project manager in order to hear MnDOT’s <br />rationale for their installation. <br />Public Comment related to making the City more pedestrian and bicycle friendly <br />Chair Bakeman advised that, throughout the Comprehensive Plan Update, there were <br />numerous and consistent notations to encourage making the City more walkable, <br />including access and connections for multi-family and single-family residences. <br /> <br />
