Regular City Council Meeting <br />Monday, November 17, 2008 <br />Page 12 <br />Mayor Klausing concurred, noting the conversation needed to consider <br />parking versus storage. <br />Mr. Trudgeon noted that the City had several challenges that needed to be <br />addressed. <br />Councilmember Roe suggested that staff research information from peer <br />communities (i.e., Mounds View and Shoreview). <br />Councilmember Roe, citing the Lovell case, opined that the City needed to <br />have additional enforcement tools or processes available to provide more <br />authority to address businesses operating from residences; and to avoid re- <br />peat offenses. . <br />Pust moved, Roe seconded, continuation of the Neighborhood Enhance- <br />ment Program in 2009; and authorizing staff to hire a seasonal intern to <br />assist with code enforcement activities and the Neighborhood Enhance- <br />ment Program in 2009. <br />Roll Call <br />Ayes: Pust; Willmus; Roe; Ihlan; and Klausing. <br />Nays: None. <br />Councilmember Pust advised that she would convey the City Council's <br />support to the HRA Board at their upcoming meeting. <br />b. Twin Lakes Infrastructure Report <br />Community Development Director Patrick Trudgeon highlighted the staff <br />report related to Twin Lakes infrastructure design; receipt of the State of <br />Minnesota Department of Employment and Economic Development <br />(DEED) grant fund to assist in construction of a portion of the Twin Lakes <br />AUAR Subarea I infrastructure; timing for the proposed Phase I construc- <br />tion; and potential funding sources. <br />Mr. Trudgeon noted that City Engineer Debra Bloom and Public Works <br />Director Duane Schwartz were present to address any design questions <br />from the City Council. <br />Discussion included use of Centre Point Tax Increment Financing (TIF) <br />District #1 funds in the interim until developer contributions were re- <br />ceived; acquisition of necessary rights-of--way for infrastructure; ongoing <br />cooperation with property owners for preliminary design work; the City`s <br />need to serve as the Master Developer and facilitate infrastructure im- <br />provements; favorable bidding atmosphere since construction firms were <br />looking for work; and advantages for future developer interest with a por- <br />tion of the infrastructure in place. <br />
