Regular City Council Meeting Monday, November 17, 2008 Page 23 City Manager Malinen apologized that a previous request of Council- member Willmus had inadvertently been deleted from the budget discus- sion; and as a bench handout, provided a history of City Council Compen- sation for future discussion purposes. Councilmember Pust concurred that it would irresponsible of the City Council not to discuss that when discussing potential employee issues. Further discussion included decertification of TIF Districts (i.e., District #1) and timing of such decertification, with staff requested to provide the City Council with additional information. City Manager Malinen confirmed that staff would return to the City Coun- cil after incorporating those actions taken tonight, and factoring in addi- tional discussion and information requests. Councilmember Roe emphasized that discussion related to staff and per- sonnel costs were not a reflection on the job performance of current staff; opining that they were doing an excellent job from management on down; and expressed his support of and respect for City staff. 14. Councilmember-Initiated Items for Future Meetings Councilmember Ihlan, related to utility rate calculations, reiterated her concern about cal- culations for single-family homes with higher consumption; and asked staff to provide additional information based on their current rates and comparisons to proposed rates, us- ing several comparative benchmarks (i.e., 30,000 gallons; 35,000 gallons, etc.), using the same table in staff s report, and specifically those above the conservation rate shown. 16.
