Regular City Council Meeting <br />Monday, November 17, 2008 <br />Page 8 <br />Mayor Klausing suggested that future City Council discussions could focus on <br />whether the proposed rate structure was encouraging conservation by commercial <br />users. <br />Roe moved, Klausing seconded, adoption of Resolution No.10666 entitled, <br />"Resolution Establishing the 2009 Utility Rates," as detailed in "Schedule A." <br />Roll Call <br />Ayes: Pust; Willmus; Roe; Ihlan; and Klausing. <br />Nays: None. <br />Mayor Klausing thanked staff for taking the initiative to encourage water conser- <br />vation in the community. <br />b. Consider Adopting a Resolution regarding Fire Relief Association 5-Year <br />Vesting By-Law Amendment <br />City Manager Malinen highlighted the staff report, and previous vote at the Rose- <br />ville Fire Relief Association meeting held on January 28, 2007, where the mem- <br />bership voted and approved a bylaw change reducing the minimum vesting period <br />from 10 years to five years; and recent completion of an actuarial study of the fi- <br />nancial impact of this proposed change by the Association. Mr. Malinen noted <br />that Fire Chief Rich Gasaway and Fire Administration representative Jim Tschida <br />were present if the City Council had any questions. <br />City Manager Malinen noted that it was the recommendation of the Fire Admini- <br />stration and staff that the City Council DENY this by law change and retain the <br />vesting period at 10 years. <br />Klausing moved, Willmus seconded, DENIAL of a resolution adopting proposed <br />changes to the Roseville Fire Department Relief Association Bylaws to allow <br />five-year vesting. <br />Mayor Klausing noted that the issue of retaining firefighters was an ongoing con- <br />cern; however, opined that there was also a tremendous investment in training; <br />and supported denial as a prudent measure by the City. <br />Roll Call <br />Ayes: Pust; Willmus; Roe; Ihlan; and Klausing. <br />Nays: None. <br />c. Consider Authorizing Staff to Issue a Request for Proposal for Update of <br />Parks and Recreation System Master Plan <br />Parks and Recreation Director Lonnie Brokke provided a presentation, reviewing <br />the background of the Parks and Recreation program and facilities developed dur- <br />
