Regular City Council Meeting <br />Monday, December 15, 2008 <br />Page 10 <br />Mr. Click noted that, since the demise of the I-35W bridge, he had noticed a sig- <br />nificant difference in the County Road B area from west of Cleveland going <br />south, allowing pedestrians to walk safely, almost non-existent truck traffic, and <br />reduced vandalism with only one access point. Mr. Click expressed one concern <br />related to access to the cul-de-sac in case of disaster, and the need for an alterna- <br />tive access point, suggesting that Midland Hills service road may be an option. <br />Mr. Click noted that trucks continued to access Paper Calmenson from that direc- <br />tion even though it was signed as a dead end. <br />Cal Rosen, lives in same area <br />Mr. Rosen expressed opposition to previous comments, while recognizing that it <br />may promote less traffic and provide more safety, in the building industry that he <br />worked within, it was not preferable or wise to build a 3/4 mile long cul-de-sac. <br />Mr. Rosen opined that, while the Midland Hills alternative may be viable, it <br />would be extremely difficult for emergency vehicles to access that section of <br />County Road B. Mr. Rosen suggested that times for access be posted for TH 280 <br />northbound to accommodate truck traffic. Mr. Rosen advised that his main con- <br />cern was emergency vehicle access and/or evacuation of the area in case of a <br />natural disaster, or issue with the gas tank storage facility in the area. <br />Mayor Klausing sought clarification from Ms. Bloom that the City's emergency <br />responders had reviewed the plan. <br />Ms. Bloom advised that the City was proposing that MnDOT remove a portion of <br />the pavement but not replace it with anything that would prohibit emergency ve- <br />hicle access. Ms. Bloom verified that the City's emergency responders had re- <br />viewed and approved the proposal, and had been serving that area for over a year; <br />and that the City had taken their access into consideration by providing a larger <br />radius (110') for turnaround than standard. Ms. Bloom advised that emergency <br />vehicles typically responded from the east, not the west. <br />Susan Row, County Road Bresident- medical examiner <br />Ms. Row, in her career as a Medical Examiner, noted that her main concerns were <br />for safety. Ms. Row spoke in support of the TH 280 access being closed, and the <br />positive effects for safety; with parents more reassured with less truck traffic. Ms. <br />Row opined that it was still not completely safe on the road without a pedestrian <br />walkway, specifically with early morning truck traffic. Ms. Row noted that, from <br />her observations of emergency vehicles serving the area, they appeared to have <br />little problem with access. <br />Mr. Robin Stinske, Building Owner, Paper Calmenson <br />Mr. Stinske addressed concerns with current and proposed access, with past loca- <br />tion of a stop sign on Broadway that served to slow traffic more effectively than <br />current provisions. Mr. Stinske addressed the proposed MnDOT design south of <br />Paper Calmenson and their west side right-of--way; and the difficulty for 53' long <br />
