Regular City Council Meeting <br />Monday, December 15, 2008 <br />Page 17 <br />Klausing moved, Roe seconded, APPROVAL of the renewal of the previously <br />applied for liquor licenses for the 2009 calendar year, for Fuddruckers Restaurant, <br />2740 N Snelling Avenue. <br />Roll Call <br />Ayes: Ihlan; Willmus; Pust; Roe; and Klausing. <br />Nays: None. <br />Klausing moved, Pust seconded, APPROVAL the previously applied for liquor li- <br />cense renewals for the 2009 calendar year, for Green Mill Restaurant, 145 Rose- <br />dale Mall. <br />Roll Call <br />Ayes: Ihlan; Willmus; Pust; Roe; and Klausing. <br />Nays: None. <br />Klausing moved, Roe seconded, APPROVAL of the previously applied for re- <br />newal of the Liquor Licenses for the 2009 calendar year, for Davanni's Restau- <br />rant, 1905 W Perimeter Drive. <br />Councilmember Roe spoke in support of the motion, noting that he had taken into <br />account further penalty for their violation being imposed. Councilmember Roe <br />spoke in further support of future discussion and review of various policy aspects. <br />Public Comment <br />John Kysylyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn opined that businesses should be fully aware of standards for re- <br />newal, and applying common sense standards, in addition to the attitude exhibited <br />by Davanni's at multiple public hearings and local management's lack of interest <br />in selling alcohol, but corporate management dictating alcohol sales. Mr. Ky- <br />sylyczyn opined that there was a lack of respect for the law in general from the li- <br />cense holder, and that this was a consideration that the Council should give <br />weight to in renewals, based on gut instinct, not specific written City Code. <br />Applicant, Roxanne Zehrer, General Manager of Davanni's-Roseville <br />Ms. Zehrer opined that, to say Davanni's didn't care was a gross understatement. <br />Ms. Zehrer noted that their establishment sold little beer, and employed many be- <br />tween the ages of 18 and 21 years old. Ms. Zehrer advised that they did the train- <br />ing and submitted the paperwork and were told that this was sufficient; however, <br />she noted that it was unfortunate that there was asix-month period before the first <br />beer sale situation. Ms. Zehrer assured Councilmembers that she had performed a <br />sales analysis of beer sales on an annual basis, and that it was extremely minimal. <br />Ms. Zehrer reiterated that Davanni's took their business, the violation, and their <br />position in the community very seriously. Ms. Zehrer advised that she was a resi- <br />dent o~ the Roseville community, that she had teenage children and was con- <br />cerned for their safety, and noted that they were held at the same level on the <br />
