Roseville Human Rights Commission <br />DRAFT Meeting Minutes -March 10, 2009 <br />Page 2 of 5 <br />1 community, in addition to those areas in close proximity, but Roseville needs to remain aware of <br />2 potential issues. <br />4 Discussion included the benefits for the City to be a welcoming and transparent community; <br />5 review of 2007 complaints; understanding the current process; requirements of the Police Officer <br />6 Service and Training Board for submission of any misconduct complaints; internal versus <br />7 external department investigations within the Police Department related to policy; and whether <br />8 demand for review was warranted given the minimal number of complaints. <br />9 <br />10 City Manager Malinen said there was no evidence indicating the public was not being served <br />11 under the current review system. <br />12 <br />13 Member McGehee spoke of three cases that had not been brought through the process; saying <br />14 potential complainants were uncomfortable bringing a complaint forward in the current process. <br />15 <br />16 Discussion continued regarding whether there was an issue; the need to make the public aware of <br />17 the current process through the website, alongside complaint forms to educate about the <br />18 procedure; availability of a complaint form on the website, as well as a less formal feedback <br />19 form; restrictions specific to the Police Department related to complaints of misconduct. <br />20 <br />21 Chair Singleton said this could be accomplished without forming a new commission and there <br />22 appeared to be no basis for recommending forming a Civilian Police Review Board. <br />3 <br />~4 City Manager Malinen advised that he would coordinate with Communications Specialist <br />25 Carolyn Curti in addressing the HRC's recommendation to ensure awareness of the procedures <br />26 to make a complaint. <br />27 <br />28 Member McGehee moved, seconded by Member Crump, the HRC findings that following <br />29 review and background information related to the creation of a Civilian Review Board for Police, <br />30 there was no basis to create such a body in the City of Roseville; and that any consideration was <br />31 withdrawn. Motion carried: 5/0. <br />32 <br />33 Member McGehee moved, seconded by Member McKenzie, to request that City Manager <br />34 Malinen direct staff to make the complaint procedures more publicly available. Motion carried: <br />35 5/0. <br />36 <br />37 Update on Assistance for Ethiopian Family <br />38 Chair Singleton reviewed his follow-up regarding the family and his inability to consult with the <br />39 family's attorney. Chair Singleton said he would seek consultation with the attorney and <br />40 determine their immigration status and determine if the HRC could be of assistance to the family. <br />41 <br />42 Discussion of Enhancing Goals of Commission <br />43 Chair Singleton noted the previous meeting discussing enhancing the goals of the HRC and <br />44 adding to their role in the community. <br />•45 <br />
