Member introduced the following resolution and moved its adoption: RESOLUTION No. A RESOLUTION IMPOSING IMPROVEMENT FEES IN THE HOUSING IMPROVEMENT AREA AND PROVIDING FOR THE COLLECTION OF THE FEES WHEREAS, pursuant to Minnesota Statutes Section 428A.13, the Roseville City Council on established by ordinance the Housing Improvement Area; and WHEREAS, pursuant to proper notice duly given as required by Minn. Stat. 428A.14, the City Council has met and heard and passed upon all obj ections to the proposed improvement fees in the Housing Improvement Area for improvements made to the residential buildings within the Area and the proposed collection of those fees at the same time and in the same manner as ad valorem taxes; and WHERAS, pursuant to Minnesota Statutes Section 428A.18, the effective date of this resolution must be at least 45 days after it is adopted unless 65% of the unit owners have committed in writing not to obj ect to the fee; and WHEREAS, the City of Roseville expects to reimburse all of the housing improvement expenditures with the proceeds of debt to be incurred by the City; and WHEREAS, this declaration is made pursuant to Section 1.102-18 of the Income Tax Regulations of the Internal Revenue Service. NOW, THEREFORE, BE IT RESOLVED, that the City Council of Roseville, Minnesota:
