Based on the editors' <br />reviews as well as their own, staff made many editorial clarifications (non-substantive <br />changes) to the draft Plan. <br />2.9 On January 7, 2009, in accordance with Roseville City Code 201.07, the Planning <br />Commission held a public hearing to take comment from interested parties. Nobody from <br />the public spoke during the public hearing. Chairperson Bakeman closed the public hearing <br />and the Planning Commission unanimously adopted a resolution recommending that the <br />City Council adopt the Comprehensive Plan. (See Attachment H to review the draft minutes <br />of this meeting.) <br />3.0 STAFF COMMENTS <br />3.1 The action staff is requesting the Council to take is preliminary approval of the 2030 <br />Comprehensive Plan. Minnesota Statute 473.858, sub 3 prohibits local jurisdictions from <br />conferring final approval of the plan until the Metropolitan Council has had the opportunity <br />to review and comment on the Plan. It states: "The plans shall be submitted to the council <br />following recommendation by the planning agency of the unit and after consideration but before <br />final approval by the governing body of the unit." <br />114 3.2 The Metropolitan Council has up to 120 days to complete its review the Plan and provide its <br />115 comments back to the City. Based on the technical review already performed by Metropolitan <br />116 Council staff, City staff is confident that the plan will advance fairly smoothly through the <br />117 agency's review process. <br />118 3.3 Staff anticipates requesting the Council to take final approval/adoption 2030 Comprehensive <br />119 Plan in the spring. Final approval/adoption will require a super-majority of the City Council. <br />120 4.0 STAFF RECOMMENDATIONS <br />121 4.1 Staff recommends that the City Council approve the resolution to grant preliminary approval <br />122 the 2030 Comprehensive Plan and authorize submittal of the Plan to the Metropolitan <br />123 Council. <br />124 <br />125 5.0 SUGGESTED COUNCIL ACTION <br />126 5.1 By resolution, recommend preliminary approval of the 2030 Comprehensive Plan and <br />127 authorize the submittal of the Plan to the Metropolitan Council. <br />128 <br />129 <br />130 Attachments: A.
