Permitting Considerations <br />As required by City Code, organizations conducting lawful gambling activities must contribute 10% of its <br />net profits (defined as; gross receipts less prizes paid less expenses) derived from said activities into a City- <br />prescribed Fund for the purposes of providing funding for various Roseville-based groups and events. In <br />addition, an organization must pay an amount equal to 3% of the net receipts (defined as; gross receipts less <br />prizes paid) from lawful gambling activities conducted in the City for the purposes of covering the City's <br />regulatory, administrative, and law enforcement costs. <br />It is unknown as to amount of charitable monies that will contributed to the Community if the Council <br />approves the license. Sased on existing pull-tab operations in the City, the average contribution received <br />directly through the City is approximately $5,000 annually for each organization. In addition, these same <br />organizations contribute approximately $50,000 annually directly to other groups and events, some of <br />which remains local. <br />Staff Recommendation <br />Sased on the information received, Minnesota Srass meets all of the licensing requirements.
