MEMORANDUM <br />TO: Roseville City Council <br />FROM: Sill Malinen, City Manager <br />DATE: February 5, 2009 <br />RE: February 7 Meeting <br />The strategic planning meeting for this Saturday is an excellent opportunity for Council <br />and Staff to discuss short and long term priorities for the City. <br />That said, there is the immediate need to address the Governor's proposal to eliminate the <br />City's Market Value Homestead Credit aid in 2009. Staff will address the current <br />challenges of the budget limitations and the potential impacts of further reductions. As an <br />outcome of the Saturday meeting, Council will be asked to provide direction on how you <br />would like that state aid elimination to be addressed. <br />Secondly, we need to further our Sudgeting for Outcomes process, which is effectively a <br />strategic planning process directly linked to financial decisions. Staff will address the <br />future financial needs and trends as identified in the recently completed 2009-2018 CIP <br />(bring your copy to the meeting) and 2010-2019 Financial Plan (attached). As an <br />outcome of the Saturday meeting, Council will be asked to commit to, and support the <br />process. <br />Lastly, I believe there are opportunities for the City to cooperate with other local <br />governments, or to explore new approaches to our financing of operations; following <br />discussion, the Council will be asked to support expanded efforts to engage in <br />cooperative arrangements with others in pursuit of cost savings and efficiency. <br />If you have any questions, please give me a call. <br />
