2009 — 2018 Capital Improvement Plan <br />Streets <br />The 2009-2018 Streets Division Capital Improvement Plan (CIP) has been developed to identify <br />needs to maintain the street system to a level that is safe and meets expectations of the motoring <br />public. The CIP was developed to support the intent of the Imagine Roseville 2025 goals and <br />strategies that indicated support for maintaining infrastructure to reasonable standards. <br />The Streets Division provides for the maintenance of streets and right of ways. This includes <br />pavement maintenance, snow and ice control, traffic and informational signage and messages, <br />and boulevard trees and streetscapes. Street Division long range goals include: <br />❖ Provide for the preventative pavement maintenance, snow and ice control, and boulevard <br />tree maintenance on all city streets to provide safe travel and to m�imize the public <br />investment in street infrastructure. <br />❖ Maintain traffic control signs and messages for the efficient and safe flow of vehicles. <br />❖ Support livable communities' principles through well maintained streetscapes. <br />To support these goals we will need to replace existing equipment and traffic control signage at <br />the end of its useful life. The majority of the CIP items related to this division are for <br />replacement purposes. <br />O�erational Im�acts <br />The majority of the costs indicated in the Capital Improvement Plan for this area is for <br />replacement of existing equipment and should not have significant operational impacts if <br />reasonable replacement schedules are continued. Planned replacement reduces down time due to <br />equipment failures and prevents gaps in service. Recent excessive increases in energy costs are <br />having significant inflationary impacts on replacement costs. Street sign retro reflectivity <br />standards requirements are increasing initial replacement costs but have little effect from a life <br />cycle cost perspective. <br />Financial Impacts <br />The 2009-2018 Streets <br />below. <br />Division CIP totals $2,535,240.
