Conservation Rates
Page 2
Time of Use Iates: Water rates are higher at times ofthe day when wa#r use denands are high. Ths rate
requires specialized meters. that can monitor water use during secified segments of fiine, far instance,
every 15 ninutes.
Example: Water rates are reduced by $0.75 iar customers that agree not to use water far certain
purposes or over a set volume of water during certain times of he d.ay or periods of high
water d.emands.
Indiidualized Goa Rate (Water Budet Rate): A rate with tailored allocations deveioped. for each
customer. The raies increase as the allocation is used or exceeded by the customer. The allocation is
generally based upon winter or January use.
Example: A famiiy oFFour used 6,200 gallons in January. Summer use is higher t.han January use so a
factor is applied to determine a summer allocatian (1.5 x 6,200 gallons = 9,300 gallons),
0-6,000 gallons ° $2.50/1000 ga.11ans.
6,000-9,30 gallons = $2.7S/1p00 gallons.
9,360-1 &,600 gallons =$4A0/1000 gallons. (Allocation is exceeded.}
Above 18,600 gallons = $6.00/100p gallons.
Excess Use Rates: Cost per u.nit increases greatly aove an established level in order to trigger a strong
price signal that discourages excessive us. This rate is similar to an 'rncreasing bock rate but with much
higher charges or the larger volume blocks.
Example: 0-6,000 gal7ans = $2.50/1000 allons
b,000-1Z,000 galloris = $3:15/1000 gallons
12,pOQ-24,000 gallons =$S.00/T000 gallons (Excessive Use Rate)
Above 24,000 gallons=$7.SO/10a0 gallons (xcessive Use Ra€e)
Multiple—Family DwelIings: Total water use in a multiple-family dwelling, which has only one water
meter for the entire dvrelling, may exceed that of a single-family dwelling, The statute does not require
individuaE water metrs for each residential unit. wit.hin a multip[e-family dwelling.; however, the required
canservatian rate at which the multiple-fatnily dweiling's water use is billed must considei'the number of
residential units within that multiple-farriily dvelling.
$xampEe: A fou.r-plex uses a total of i8,000 gallons per month ar approximately 4,500 gallans per
residential unit. Water use for each residential unit falls within the first blocic (0-6,000 gallons) of the above
xcess Use Rate example. A rate of $2.50/1000 gallcns would aply up to a tatal use of 24,000 gallons for
the multiple-family dwelling. Thereafter, the rate inereases according to the rate schedule, always
considerin; each residentia] unit as an i»dividual aser,
Ion-conservation rate examples:
Declinin.g (Decreasin) Block Rates: The cvst peE unit of water (cubic foot or allon.) decreases as the water
use increases beyond the basic block. This rate structure provides no incentive to conse-ve because the cost
of water per unit decreases with increased use.
Flat Rates: A set %e allows the use of an indef.rnite amaunt af water. This rate structure is used where water
is unmetered and provides no incentive to canserve water 6ecause cost is unrelated ta volum.e used.
Unifarm Rates:: The cost per unit is the same regardless of the volume used. This rate structure is considered
conservation neatral.
Service Chare {Base Rate) that includes a Minirnum Water Volume: The inc[usion of a minimum voEume
oF water in the service charge (base rate) discourages conservaiion especi.ally if the minimum volme
exceeds average customer usage.
Cnnservatian Rates 10-13-08,pdf
