3.O FISCAL IMPACTS <br />3.1 The hiring of a consultant was part of the 2009 Community Development budget; $35,000 was <br />allocated for this purpose. There are not any other anticipated fiscal impacts due to this project. <br />4.O STAFF RECOMMENDATIONS <br />4.1 Zoning Code U�date: The City of Roseville's has not undertaken a comprehensive update or <br />revision of its zoning code since its adoption in May 1959. Over time this code has had <br />innumerable revisions to maintain functionality. The result of this is a code that is oftentimes <br />difficult to understand, internally inconsistent, and unwieldy to administer. <br />4.1.1 Staff is recommending that the update to the zoning code should implement "form- <br />based" or a hybrid-style code for all or a subset of the zoning districts instead of <br />traditional Euclidian zoning. (The current code is a Euclidean-type code) . The 2030 <br />Comprehensive Plan categorized future land uses based on the desired scale of new <br />development, not on a specific set of uses. The regional business, community business, <br />and neighborhood business lend themselves to utilizing form-based code, which instead <br />of relying on a series of regulations on use should be regulated by a set of design <br />regulations that achieve the desired outcomes for the specific district. A restaurant, <br />coffee shop, or retail store could be in any of these categories, but the key to achieving <br />the neighborhood-, community-, or regional-type development is how the buildings <br />housing these uses are designed and integrated into the public realm. Attachment C is <br />background information on form-based code. <br />4.1.2 Staff recommends a two-step request for qualifications/request for proposal process for <br />this project. Attachment A is a draft request for qualifications document, which includes <br />a project timeline. Upon receipt qualification packages, staff will review the submission <br />and select up to five firms from which to seek a full proposal. A request for proposal will <br />be prepared at a later date and brought to the City Council for approval. Sased on the <br />proposal packages and interviews, the City Council would authorize the hiring of the <br />preferred consultant. <br />4.1.3 Staff also recommends significant involvement of both the Planning Commission and <br />City Council with the update of the zoning code. Working with the consultant, staff <br />envisions breaking the code into related segments (e.g. residential districts, commercial <br />districts, environmental regulation, etc.). The consultant and staff would work together <br />to create draft sections and bring them to the Planning Commission and City Council for <br />review and discussion. Sased on the input from both bodies, revisions would be made <br />and a formal public hearing would be held with the Planning Commission and brought to <br />the City Council for formal adoption. <br />4.2 Master Plan Review: Past Roseville Comprehensive Plans have included, through adoption, an <br />assortment of related planning documents (e.g. master plans, streetscape plans, and roadway <br />plans). At this time, the 2030 Comprehensive Plan does not include any of these documents; <br />however, as described in Item 1.5 of this report, it does set forth a process for the City Council <br />to specifically review pre-2009 master plans for potential inclusion on the Comprehensive Plan. <br />The following are the documents that are directed to be reviewed: Twin Lakes Susiness Park <br />Master Plan, 1998 James Addition Report, Arona/Hamline Master Plan, City Center Plan, and <br />Cornerstone Program. <br />Page 2 of 3 <br />
