DRAFT Regular City Council Meeting <br />Monday, March 30, 2009 <br />Page 10 <br />1 Councilmember Johnson noted the rationale for a fresh perspective without a sunset <br />2 provision. <br />3 <br />4 Councilmember Roe suggested that revised language indicating that contracts not be <br />5 longer than three yeazs would accomplish the intent; and that further discussion was <br />6 I indicated on a best value approach for those services. Councilmember Roe opined <br />7 that more perspective from staff was needed for those three professional services as <br />8 identified, as well as any other applicable services that should be included in a policy. <br />9 <br />10 Mayor Klausing, due to the immediacy of current contracts, suggested holding off on <br />11 adopting a policy until a link between a professional policy and best values was ac- <br />12 complished. <br />13 <br />14 Councilmember Roe concurred, with the addition of a level of context. <br />15 <br />16 Councilmember Ihlan requested a vote on removing term limits, opining that she <br />17 could not support that and she wished to vote on that specific issue. <br />18 <br />19 Mayor Klausing suggested that votes would be appropriate when an actual policy was <br />20 before the Council; at which time amendments could be suggested. <br />21 <br />22 Councilmember Pust opined that no votes be taken on the policy until it was pre- <br />23 sented in its proper format; noting that she had numerous changes to suggest for the <br />24 revised language; and advised that she was under the impression that tonight was for <br />25 discussion purposes, not action. <br />26 <br />27 Councilmember Ihlan, for discussion purposes and from a taxpayer perspective, <br />28 opined that ensuring mazket competition and cost-effectiveness for professional ser- <br />29 vices needed to be a major part of the discussion. Councilmember Ihlan opined that, <br />30 over the last few renewals, there had been no meaningful policy for turnover, and that <br />31 a competitive bidding climate had been impacted, with fewer proposals received dur- <br />32 ing each cycle. Councilmember Ihlan spoke in support of retaining term limits to <br />33 achieve open mazket competition. <br />34 <br />35 Councilmember Johnson concurred with Councilmember Roe that something as im- <br />36 portant as this position warranted a best value approach. Councilmember Johnson <br />37 noted questions remained as to the fairness of keeping a law firm if they passed the <br />38 best value trial and whether they're appropriate to carry on if they passed that criteria. <br />39 Councilmember Johnson opined that the best value approach to-date had been a great <br />40 advantage for the City of Roseville. <br />41 <br />42 Councilmember Pust indicated that her initial preview of the draft and her suggested <br />43 changes were on reshaping policy language to focus on outcomes from the process, <br />44 not focusing on the historical debate of this topic.
