<br />TO CONSIDER THE IMPOSITION OF HOUSING IMPROVEMENT
<br />FEES FOR WESTWOOD VILLAGE I, ROSEVILLE, MN
<br />NOTICE IS HEREBY GIVEN that the ROevillle City CoRuogl will meet at 6:00 PM
<br />on Monday, June 8, 2009 in the Council Chambers at 2660 Civic Center Drive,
<br />Roseville, to consider a resolution imposing housing improvement fees to be
<br />collected for improvements and repairs to the housing units within the Westwood
<br />Village I Association of Roseville, MN Housing Improvement Area pursuant to Minn.
<br />Stat. §428A.11 through 428A.21.
<br />The properties proposed to be subject to the housing improvement fees are

<br />NOTE.• The proposed housing improvement lee resolution would revise and
<br />supersede the resolution adopted by the City Council on January 26, 2009. Details
<br />on the revised resolution are described be/ow.
<br />1. Persons to be heard: All interested persons will be given an opportupity to be
<br />heard at the hearing regarding the revised housing improvement fee.
<br />2. Estimated Cost of housing Improvements to paid in whole or In part by
<br />housing Improvement fee: $1,595,336.25 including 20% construction
<br />contingency.
<br />3. Amount to be charged against each housing unit: Housing improvement
<br />fees will be allocated to each unit based on the Westwood Village I Townhomes
<br />Association Second Amended Declaration for Common Interest Community No.
<br />727 dated April 25, 2008. A mailed notice to the owner of each unit will specify the
<br />amount of the fee for that unit.

<br />fee resolution. Assuming the Council approves the resolution on June 8, 2009, the
<br />prepayment period will end on July 23, 2009. If only a portion is prepaid, the
<br />prepayment amount must be at least 25% of the total fee for that unit. After the
<br />prepayment period, the fee may not be prepaid. In the case of partial prepayment,
<br />the unpaid balance will be imposed as an annual fee as described in paragraph 5,
<br />below. Any unit owners who prepaid the fee imposed under the January 26, 2009
<br />fee resolution will have the option of ratifying their prepayment, or requesting return
<br />of the amount prepaid. Detailed instructions on this option will be included in the
<br />notice mailed to those owners.
<br />5. Number of years the fee will be in effect: If owners do not prepay the total
<br />fee, the annual fee will be imposed in equal installments over a 15-year period, with
<br />interest at the annual rate of 7.75%. The annual fee is payable at the same time
<br />as property taxes, with first installment due in 2010.
<br />6. Compliance with Petition Requirement: Owners of more than 25 percent of
<br />the housing unfts that .would be subject to the proposed fee in the Housing
<br />Improvement Area have filed a petftion with the City Clerk requesting a public
<br />hearing on the proposed fee, in accordance with Minnesota Statutes, Section
<br />428A.12. If the owners of 35% or more of the housing units subject to the housing
<br />improvement fee file written objections wfth the City Manager within 45 days after
<br />the adoption of the resolution imposing the fee, the resolution will be null and void,
<br />and any amount prepaid during that period will be refunded.
