Call Roll <br />Mayor Klausing called to order the Roseville City Council regular meeting at approxi- <br />mately 6:00 p.m. and welcomed everyone. Voting and Seating Order for May: Roe; John- <br />son; Ihlan; Pust; and Klausing. City Attorney Scott Anderson was also present. <br />Closed Executive Session <br />City Attorney Scott Anderson reviewed the purpose of the Closed Executive Session related to <br />an update on attorney/client privilege and confidential appraisal information regarding Hagen <br />Ventures, LLC, in accordance with Minnesota Statute, Section 13D.05 for Attorney/Client Privi- <br />lege; and under Minnesota Statute 13D.05, subd. 3.c to allow discussion of real property that <br />may be subject to an offer or counter-offer to purchase. City Attorney Anderson noted that the <br />meeting would be tape recorded with the tape held by the City Attorney until deemed appropri- <br />ate, if applicable, for public dissemination. <br />Johnson moved, Klausing seconded, recessing the meeting into Closed Executive Session, at <br />6:07 p.m., for the purpose of an update on attorney/client privilege and confidential appraisal in- <br />formation regarding Hagen Ventures, LLC, in accordance with Minnesota Statute, Section <br />13D.05 for Attorney/Client Privilege; and under Minnesota Statute 13D.05, subd. 3.c to allow <br />discussion of real property that may be subject to an offer or counter-offer to purchase property. <br />Councilmember Ihlan spoke in opposition to the motion, opining that the meeting would not be <br />required to go into Closed Executive Session for the City Council to consider purchase of land <br />for right-of--way purposes to connect to Fairview Avenue. <br />Mayor Klausing spoke in support of the motion, opining that the Council had an obligation to <br />protect the public interest for discussion of potential purchases and price negotiations; and that <br />once an agreement had been reached, the City Council would conduct a public vote, in addition <br />to providing their individual and corporate rationale for their decisions at that time. <br />Roll Call <br />Ayes: Roe; Johnson; Pust; and Klausing. <br />Nays: Ihlan. <br />Motion carried. <br />Recess <br />Mayor Klausing recessed the meeting at approximately 6:07 p.m. and reconvened at approxi- <br />mately 6:35 p.m. in Regular Session. <br />2.
