Adopt a Resolution Approving the Request by AT&T (with Presbyterian <br />Homes) for a Planned Unit Development (PUD) Amendment to allow the in- <br />stallation of cellular antennas at 2925 Lincoln Drive (PF09-008) <br />City Planner Thomas Paschke provided staff's analysis, as detailed in the Request <br />for Council Action dated May 18, 2009, of the request of AT&T Mobility, in co- <br />operation with Eagle Crest Senior Housing LLC, for a PUD Amendment in order <br />to allow installation of three telecommunication antennas and an equipment shel- <br />ter on the roof of the Eagle Crest building at 2925 Lincoln Drive. Mr. Paschke <br />reviewed plan sheets for the request; and noted that the request was similar to that <br />recently approved by the City Council for T-Mobile on the same site; and was <br />recommended for approval by staff, subject to conditions as detailed in the draft <br />resolution included in the packet. <br />There was no one present from the public to speak to this issue; and Mr. Paschke <br />advised that there had been no public comment at the Public Hearing held at the <br />Planning Commission level. <br />Councilmember Ihlan noted three personal contacts she'd received from residents <br />expressing concern with the placement of the antennas and possible public hear- <br />ing concerns associated with this type of cell phone tower. Councilmember Ihlan <br />noted that no information had been provided to the City Council on that perceived <br />risk; and recommended that the City Council postpone a vote on this issue until <br />those residents could bring additional information forward for City Council re- <br />view. <br />Mayor Klausing noted that he had received two of the three e-mails; and further <br />noted that this health concern had come up before with installation of wireless an- <br />tenna on the Hamline Office building; and that, while recognizing the expressed <br />concern, no evidence of adverse health issues had been received. Mayor Klausing <br />opined that he wanted to be responsive to resident concerns; but noted that those <br />concerned citizens should provide at least a minimal effort to provide that infor- <br />mation, rather than anticipating that the City Council would hold up action to <br />meet their timing. Mayor Klausing noted the need to provide clear evidence of <br />such a risk, rather than just a perceived fear of such a risk without basis. <br />Councilmember Ihlan noted that the residents raising their concern had been un- <br />able to attend previous meetings, as they had been out of town. Councilmember <br />Ihlan reiterated her preference that, as a precautionary principle, the City Council <br />should delay action until they were able to evaluate this additional information. <br />Councilmember Ihlan noted that a secondary issue was related to the actual <br />placement of the antenna and that further delay may benefit that discussion as <br />well. <br />Councilmember Roe noted that, with his role as the City's representative to the <br />North Suburban Communications Commission, he had researched FCC rulings re- <br />
