Approve 2009 Budget Adjustments and Consider new Revenue Sources <br />City Manager Malinen summarized the Request for Council Action dated May <br />18, 2009 regarding staff-recommended adjustments to the 2009 Budget, based on <br />reduced Market Value Homestead Credits (MVHC). City Manager Malinen also <br />noted that staff had provided a variety of potential alternative revenue sources for <br />Council review and potential action, specifically for the 2010 Budget. <br />Councilmember Roe concurred with staff's recommendations for 2009 as pre- <br />sented. Councilmember Roe spoke in support of this staff-generated analysis and <br />recommendation by department; opining that they were best able to provide rec- <br />ommendations that would have the least impact to Roseville residents. Council- <br />member Roe spoke in support of the City Council's critical consideration of <br />weaning the City from operating government functions from these type of funds. <br />Roe moved, Johnson seconded, approval of staff's recommendations for 2009 <br />Budget reductions, as presented in the Request for Council Action dated May 18, <br />2009. <br />Roll Call <br />Ayes: Roe; Johnson; Ihlan; Pust; and Klausing. <br />Nays: None. <br />Councilmember Pust opined that the City Council needed to seriously consider <br />the City's commercial police patrol, and the need to look into the service provided <br />for the City's retail community. Councilmember Pust noted that she had recently <br />spent time with the City's Prosecuting Attorneys, and came away amazed at a <br />random day of cases dealt with on retail thefts. <br />g. Adopt a Resolution Authorizing the City Manager to Execute Certain Grant <br />Applications on behalf of the City and Requiring the City Manager to report <br />Grant Applications to the City Council <br />City Manager Malinen briefly reviewed the Request for Council Action dated <br />May 18, 2009; noting Councilmember Roe's assistance in drafting the proposed <br />resolution. <br />Klausing moved, Roe seconded, adoption of Resolution No. 10711 entitled, <br />"Resolution Authorizing the City Manager to Execute Certain Grant Applications <br />on behalf of the City of Roseville; and require that the City Manager report any <br />applications to the City Council. <br />
