Regular City Council Meeting <br />Monday, June 15, 2009 <br />Page 20 <br />Public Comment <br />Cal Ross, (by Highway 280) <br />Mr. Ross concurred with Councilmember Ihlan, advising that no one in his nei- <br />ghborhood had received notice other than word-of--mouth among citizens. Mr. <br />Ross expressed serious concerns related to health and safety of his neighborhood, <br />given the potential emissions from this proposed facility, and asked that Phase I or <br />Phase II studies be completed. Mr. Ross referenced a facility operated by the ap- <br />plicant in Minneapolis, and opined that in this Phillips neighborhood, market val- <br />ues had seriously decreased; and questioned if the location of their asphalt plant <br />was the cause. Mr. Ross asked that the City Council vet health and real estate is- <br />sues prior to considering approval. <br />Gary Grefenberg <br />For disclosure purposes, Mr. Grefenberg advised that he was the co-author of a <br />pamphlet distributed to property owners within 1500 feet of this plan. Mr. Gre- <br />fenberg referenced discussions he'd had with an officer of the Bituminous Road- <br />way corporation, who advised him that the firm was hoping to move forward with <br />the more environmentally-safe warm process, rather than the hot process, but that <br />it wasn't certain. Mr. Grefenberg opined that this was a critical issue in deciding <br />whether the plant was acceptable. <br />Mayor Klausing expressed appreciation to Mr. Grefenberg for identifying himself <br />as a co-author on the flyer, rather than distributing an anonymous flyer. Mayor <br />Klausing noted that he had not received a copy; with Mr. Grefenberg advising that <br />he had e-mailed Councilmembers at their home addresses yesterday. <br />Mr. Grefenberg thanked Mr. Trudgeon and City staff for their cooperation in be- <br />ing open to the process and providing requested information. <br />Mayor Klausing asked staff to provide a brief explanation for the public of the <br />EQB process to determine if further environmental review was necessary, with <br />staff deferring to City Attorney Anderson.. <br />City Attorney Anderson reviewed the Environmental Quality Board (EQB) pur- <br />pose: to receive petitions requesting Environmental. Assessment Worksheets <br />(EAW's) and determining their validity and required number of signatures (25); <br />and assigning what governmental agency will serve as the Responsible Govern- <br />ment Unit (RGU) to conduct proceedings to determine if an EAW should be con- <br />ducted, based on State Statute 4410, rules for environmental review. Mr. Ander- <br />son advised that the two most likely RGU's would either be the Minnesota Pollu- <br />tion Control Agency (MPCA) or the City of Roseville. <br />Councilmember Ihlan initiated discussions on how the City could provide better <br />notice to affected neighborhoods, aside from them coming out to tonight's meet- <br />
